- Lodging Requirement STATEMENT OF REQUIREMENT Naval Medical Center Portsmouth (NMCP) has a requirement for lodging to house resident students from 1 July 2017 through 30 June 2018. As a minimum we require: • Vendor price to be inclusive of all cost including utilities and cost of furnishings (including appliances) • For the purpose of this agreement the Government while requesting a two bedroom unit/suite in an "extended stay motel / hotel. • Hotel cost to include all utilities to include water, sewer, heating (natural gas, steam cost etc.), air conditioning, "basic" cable TV, internet/Wi-Fi and housekeeping services. • Unit to be furnished with as a minimum 2 ea. of the following: single bed, kitchen table (w/chair), lounge chair (i.e.; love seat, sofa etc.), study area w/lighting (kitchen table is acceptable if there is adequate lighting). • Unit to contain adequate appliances within the actual apartment adequate appliance are defined as a range / oven, refrigerator and a deep kitchen style sink. Laundry support items (washer & dryer) while requested to be within apartment must as a minimum be within the same building as the apartment. • All unit windows to include drapes, blinds or window shades. • Hotel unit must be pet friendly • Selected unit must be provided as a safe well-kept facility with no apparent "danger" items (leaking pipes, broken windows / mirrors, mold free, trip hazards etc.). • Selected hotel must be within walking distance (max 2.5 mile) of the Children's Hospital of Richmond (Richmond, VA). • A minimum of two (2 ) on-site parking space must be available for tenant (parking space is not required to be "reserved" but adequate parking must be made available) • Hotel and support facilities (stairs, sidewalks etc.) are to be kept in good condition during the entire period of performance. • The requested hotel will be required for the entire period 1 July 2017 through 30 June 2018. NMCP will house (2) tenants at a time but reserves the right to "change out" the tenants at any time during the requested time frame. • NMCP agrees to keep the unit in good condition. In the event of abuse or wear and tear above normal living conditions the selected land lord shall present the Government with a notice of damage within 7 days of return of property by the Government and must submit any required claims for payments within 30 days of termination of lease / rental period. • The Government will make a best effort to place responsible law abiding tenants in the requested apartment. Hotel shall retain the right to take reasonable steps to maintain the integrity of property against unacceptable / unlawful acts of the tenant. In the event of such activity the selected hotel is requested to notify the Government of any unacceptable acts to include but limited to noise, drug or other acts within 7 days of occurrence. • The Government agrees to retain the requested unit solely for use as a private occupancy and shall not sublet the premises without the permission of the selected hotel. The Government agrees upon termination of agreement to return the property in a reasonably clean condition.
