Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6 and FAR 13 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE LISTED. The solicitation number is W91247-17-T-0004 is issued as a Request for Proposal (RFP) and must be referenced by all responding. This solicitation document incorporates provisions and clauses in accordance with those in effect through Federal Acquisition Circular (FAC) 2005-95, effective 19 January 2017. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. Full text clauses and provisions are available at http://farsite.hill.af.mil. This procurement is a 100% total small business set-aside. The North American Industry Classification System Code (NAICS) is 484210 and the business size standard is $27,500,000. All responsible sources will be considered. The contractor shall submit pricing for each CLIN. Basis for award will be price and delivery. Period of performance is IAW the PWS/SOW. GENERAL: This is a non-personal services Requirement to move office furniture and equipment. The Government shall not exercise any supervision or control over the service providers performing the services herein. Such service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel when applicable. 1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to move all office furniture and equipment, as defined in this Performance Work Statement (PWS). The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this PWS and contract. 1.2. Background: The newly constructed building A-5585 (PRATT Street) is complete and certified for occupancy. USACAPOC(A) must vacate buildings A-3275 and A-3280 no later than 15 JUN 17. 1.3. Objectives: The basic service objective includes the following: 1.3.1. Provide applicable moving boxes 7 days prior to unit move. 1.3.2. Provide all packing materials to move: boxes, paper, and tape. 1.3.3. Provide all labor force to move furniture and equipment up and down stairs and in or out elevators. Provide specialty equipment to move items from current building to truck to new building. 1.3.4. Disassemble furniture to include but not limited to Chain of Command picture boards, a Command conference table measuring 24' long and 5' wide, and gym equipment in buildings A-3275 and A-3280, then transport and reassemble in desired area in building A-5585. 1.3.5. Pack heraldry items using fragile packing techniques to ensure that a damage free relocation. 1.3.6. The Contractor will move several pounds which include: • Prepacked boxes from 263 cubicles • Prepacked boxes from 55 offices (except as identified for Contractor pack and move) • 47 Televisions and associated mounting hardware • 26 Safes • 101 Framed Prints measuring no greater than 48" diagonal (including removal from wall and appropriate packing) • 1 Command Conference table measuring 24'x5' • 3 Chain of Command Boards (including removal from wall) • 3 Refrigerators • Gym equipment to include 4 rowers, kettlebells, and a squat/bench rack (estimated 1000 pounds) • 150 Versadesks • 4 Curio cabinets • 30 Large administrative boards (including removal from wall) • 22 Cabinet cages (located in supply area) 1.4. Scope: Services include moving of office furniture identified during the mandatory site orientation/survey and orientation process. The Contractor shall accomplish the move within the allotted time. 1.5. Period of Performance: Estimated 01 June 2017 to 15 June 2017 1.6. General Information 1.6.1. If an unforeseen installation closure occurs on a regularly scheduled day of work, then the Contractor may select the following actions: 1.6.1.2. Reschedule performed the work on the following day, but not on a weekend or a federal holiday. 1.6.1.3. Reschedule the work on any day that is mutually satisfactory, but no later than two working days from the original work date, but not on a weekend or a federal holiday. 1.6.2. Hours of Operation: The Contractor service hours are 08:30 AM - 5:00 PM. Monday through Friday, but not on federal holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar government directed facility closings. The Contractor will maintain an adequate workforce for the uninterrupted performance of tasks defined within this PWS. When hiring personnel, the Contractor will consider employees that can maintain a presence throughout the move as stability and continuity of the workforce is essential to the successful end state of this contract. No overtime or compensatory time is authorized. Contractor personnel will not exceed a 40 hour work week. 1.6.3. Place of Performance: Contractor will have routine access to building A-3275 and building A-5585. 1.6.4. Access and General Protection/Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility, or area. The Contractor and all associated sub‐contractors employees will comply with applicable installation, facility and area commander policies. The contractor will provide all information required for background checks to meet installation access requirements as directed by the installation Provost Marshal Office, Director of Emergency Services, and Security Office. The Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, or local policy. In addition to the changes authorized by the change clause of this contract, the Government may require changes in contractor security matters or processes due to (but not limited to) the Force Protection Condition. 1.6.5. Security. Military personnel will escort contractors as necessary when classified or sensitive materials are exposed. The vendor will coordinate with the COR or the facility security office for access when required. 1.6.6. Eligibility Verification for Employment. E‐Verify is an Internet‐based system that compares information from an employee's Form I‐9 Employment Eligibility Verification data from the U.S. Department of Homeland Security and Social Security Administration records to confirm employment eligibility. The U.S. Department of Homeland Security is working to stop unauthorized employment. By using E‐Verify to determine the employment eligibility of their employees, companies become part of the solution in addressing this problem. All U.S. employers must complete and retain a Form I‐9 for each individual hired for employment in the United States. This includes citizens and noncitizens. The employer must ensure the Form I-9 is completed with eligible documents. The employer will check documents to determine whether the documents reasonably appear genuine and relate to the individual. The list of acceptable documents is found on the last page of the form. E‐Verify is mandatory for employers with federal contracts or subcontracts that contain the Federal Acquisition Regulation E‐Verify clause. 1.6.7. The Contractor is required to pay for all damages to furniture, equipment, and building that may result from the move. PART 2 DEFINITIONS & ACRONYMS 2. DEFINITIONS AND ACRONYMS: 2.1. DEFINITIONS: 2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime. 2.1.2. CONTRACTING OFFICER (KO). A person with authority to enter into, administer, and/or terminate contracts, and to make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government. 2.1.3. CONTRACTOR PERSONNEL. Contractor and subcontractor employees performing working under this contract. 2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement (PWS). 2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-physical things, such as meeting minutes or reports. 2.1.6. GOVERNMENT-FURNISHED PROPERTY (GFP) OR GOVERNMENT PROPERTY (GP). Property in the possession of or directly acquired by the Government and subsequently made available to the Contractor. 2.1.7. PERFORMANCE PREQUIREMENT SUMMARY (PRS). A listing of the service outputs under the contract that are to be evaluated by the COR on a regular basis, the surveillance methods to be used for these outputs, and the performance requirement of the listed outputs. 2.1.8. PHYSICAL SECURITY. Actions that prevent the loss or damage of government property. 2.1.9. PROPERTY MANAGEMENT SYSTEM. System established by the Contractor that is used to manage GFP/GFE in its possession to control, use, preserve, protect, repair, and maintain. 2.1.10. QUALITY ASSURANCE. A planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved. For the purposes of this document, quality assurance refers to actions by the Government. 2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor. 2.2. The following factors shall be used to evaluate offers: (1) Price Offerors will be evaluated for price IAW FAR 13.106-3. Pricing shall be provided for each CLIN including its unit of measure. (2) Technical capability. Technical acceptability is defined as the contractor's ability to meet the pickup and deliveries in accordance with the PWS/SOW. (3) Vendor shall be located with 50 driving miles of Fort Bragg, North Carolina. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
