Description
Request for Expression of Interest Engineering Design Services for Repairs to Drilling Mud Pit Disposal Covers on Amchitka Island, Alaska 1.0Introduction Navarro Research and Engineering, Inc. (Navarro), a contractor to the U.S. Department of Energy (DOE) Office of Legacy Management (LM), is requesting an Expression of Interest (EOI) from engineering firms interested in providing design services for repairs to earthquake damaged drilling mud pit caps (disposal covers) at the Amchitka, Alaska, DOE site. The DOE site is located on Amchitka Island, near the western end of the Aleutian Island chain, about 1500 miles west-southwest of Anchorage, Alaska. A detailed engineering design is required to perform repairs to damaged areas and for the complete removal and relocation of two drilling mud pits to consolidate the final materials in one centralized location. The engineering design should also incorporate restoration of the site originally used for the two mud pits that will be relocated. The engineering design will also include design aspects related to logistics for implementing construction activities in the remote location which may consist of road repairs and runway repairs. It is currently anticipated that the subcontracted design engineer will need to perform an onsite geotechnical investigation to support the design. The Request for Proposal (RFP), if developed, will include preparing 30%, 60%, 90%, and final designs, specifications, supporting calculations for construction, and project design basis information. This EOI shall serve only as a method of establishing technical capabilities and commercial interest. Desired candidates may be invited to participate in technical/business discussions with respect to a future RFP. 2.0Background In 2001, the DOE remediated six areas associated with drilling mud pits located on Amchitka Island, Alaska. Remediation included the construction of seven mud pit caps at Sites E, F, D, Cannikin, Long Shot, Milrow, and the Rifle Range. On June 23, 2014, a 7.9 magnitude earthquake occurred 11 miles north of Amchitka Island, Alaska. This earthquake was followed by several other earthquakes of magnitudes ranging from 6 to 6.9 within a 100-mile radius. The earthquake slightly damaged two mud pit caps, moderately damaged a third mud pit cap, and caused foundation soils beneath and around two other mud pit caps to become unstable. The two slightly damaged mud pit caps are located at the Rifle Range and Long Shot sites. Observations included minor cracking of the soil cover at two locations at the Rifle Range Site and minor cracking and slumping of the soil cover at three locations on the Long Shot Site. The moderately damaged mud pit cap is located at Site D where the soil cover has partially slid off the southern portion of the cap, exposing the geomembrane cover. The mud pit caps at Sites E and F have developed cracks in their covers and upgradient soils and downgradient foundation soils have slumped away from near the base of the mud pit caps. Only the two mud pit caps at the Cannikin site remained undamaged. 3.0Submittal Requirements Qualified respondents must provide electronic copies of the following information: Company name, address, point of contact, email, phone/fax numbers. Applicable professional registrations for the State of Alaska, and a concise summary report that describes the capabilities of the respondent and a listing of similar recent projects with reference names and telephone numbers. Capabilities must include designs and geotechnical investigations performed for remote locations in Alaska. Respondents must be licensed professional engineers in the State of Alaska. Respondents who provide insufficient information will not be considered further.
