Description
This is a sources sought notice only; it is not a request for quotations. The purpose of this Source Sought notice is to determine how many sources are interested in this procurement, the level of experience and qualifications, and whether it might be suitable as a small business set-aside. The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan; Puerto Rico is conducting market research to identify potential sources for a contract to replace the existing standalone Physiological Patient Monitoring Systems with an Integrated Networked Solution up to the latest supported operating systems software and hardware available on the market. The requirement has been identified as a services contract that includes the acquisition, installation, implementation, testing, validation and optimization of a critical patient care system. The monitoring system includes Physiological Patient Monitoring and remote portable patient monitoring (Telemetry). The new monitoring system installation and implementation shall include a software solution for Virtual Environments, alarms notification, trending and audit log trails. In addition, interested sources should have the capability to provide an upgrade to the existing patient monitoring system in order to upgrade the operating system to Windows 7. The current system runs off of Windows XP. Contractor shall provide all necessary equipment, hardware, software, and network architecture designs, testing, validation and implementation services to install a Centralized Monitoring Unit (CMU). The anticipated period of performance is from August 2017 through July 2018. The applicable NAICS code for this procurement is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing. The Small Business Size Standard is 1,250 employees. Expressions of interest shall be submitted to Maribel Santa, Contracting Officer, by mail at Department of Veterans Affairs VA Admin Building #440 - Suite 456, 10 Casia Street San Juan; PR 00921-3201; by e-mail at Maribel.santadelapaz@va.gov or, facsimile at (787) 641-4368. Responses to this announcement are due on April 28, 2017 at 4:30 p.m., Atlantic Standard Time and shall include: Company profile and capability statement comparable to the marketing package your company uses in their ordinary course of business. Please ensure the following information is included: point of contact information, company business size and socioeconomic category such as: Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran- Owned Small Business (VOSB), Women-Owned Small Business, HUBZone Small Business, 8(a) Small Business, small or large business company, etc. A narrative explaining why your company is capable and qualify to perform a service contract of this type. Provide evidence of proprietary or exclusivity if your company is the sole proprietorship of the equipment.   Otherwise, please provide authorized/certified  companies, if any; that can sell and install your product. A list of current or previous contracts performed, similar to this requirement. Indicate if your company has performed the service as a prime contractor or as a sub-contractor and the work effort performed on the contract. Please include current point of contact information for each contract, name, e-mail, phone number, and a summary of the contract scope and dollar value. Small business concerns are reminded that the limitations on subcontracting are applicable to the resultant contract. Therefore, in order to be awarded a full or partial small business set-aside contract for services with a value greater than $150,000, the small business company shall not pay more than 50% of the amount paid by the government to it, to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Accordingly, vendors shall be prepared to demonstrate how this requirement will be met, as meeting this requirement will be evaluated as part of the offeror responsibility once a solicitation is issued. This Sources Sought Notice is to assist the VA in identifying an appropriate acquisition strategy, improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. Therefore, is not to be construed as a commitment by the Government; no contract will be awarded from this announcement. A solicitation package is not available at this time. The Government will not pay for any information received in response to this notice; neither will the Government reimburse any respondent for any cost incurred in developing the information provided to the Government. Once a solicitation is issued, the same will be posted in the Federal Business Opportunities website at: https://www.fbo.gov/ with sufficient time for all interested parties to respond accordingly. Interested parties shall respond to the solicitation in order to be considered for award.
