- ***NOTICE OF INTENT TO SOLE SOURCE*** The Department of State Office of Acquisitions Management, on behalf of the Office of Opinion Research issues this special notice of its intent to negotiate a sole source purchase order with a U.S. Small Business to conduct two nationally representative public opinion surveys in South Asia. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. If no affirmative responses are received by the specified date to determine whether a qualified source is more advantageous to the Government, an order will be placed with the U.S. Small Business. This purchase will be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items. Please note: Interested vendors must provide responses to the following questions before access is granted to the solicitation: 1. 1. Does your firm have direct on-the-ground experience conducting representative nationwide surveys in South Asia, including drawing probability-based samples of general populations, administering surveys, and managing survey fieldwork? Please note that this refers to your own firm, not to sub-contractors which your firm has hired. If so, briefly describe the nature and scope of the projects your firm has conducted. 2. 2. Has your firm worked through subcontractors to conduct representative nationwide surveys of general populations in South Asia? If so, please provide a list of subcontractors you have used, and describe the projects you have subcontracted to these firms in the last five years.
