Description
Notice of Intent to Award Sole Source (Contract Modification) Army Contracting Command - Orlando (ACC - Orlando), through U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), in support of the Project Manager Instrumentation, Targets, and Threat Simulators (PM ITTS), intends to issue a contract modification to Leidos Innovations Corporation (formerly Lockheed Martin Technical Services), under contract W900KK-15-D-0001, on a sole source basis pursuant to only one responsible source who can meet the requirement until the full scope of the requirement can be solicited competitively. This contract modification will increase the contract ceiling by approximately $24,669,514, from $48,700,000 to $73,369,514. The period of performance (ordering period) remains unchanged through 31 Oct 2019. Although more than one source may be able to fulfill the requirement, at this time it would create substantial duplication of cost to the Government that is not expected to be recovered through a competition for the short-term extension of services. In addition, award to any other source would result in an unacceptable delay of work in fulfilling the agency's requirements. Brief Description: The 2013-2014 Army Test and Evaluation Enterprise Strategy provided by the Deputy Under Secretary of the Army for Test and Evaluation (T&E) states, "The Army Chief of Staff wants to increase the agility of T&E to support more rapid acquisition. Therefore, the T&E Enterprise must adopt more efficient test practices, increase agility and maintain our long-standing focus on producing high-quality system evaluation products. In addition to increasing agility and promoting efficiency at all levels, the Enterprise should seek to leverage funds recovered from efficiency initiatives and invest in future test capabilities." The Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS) supports the Army T&E Enterprise by providing and operating effective and relevant test, training and threat capabilities in support of service members and other customers. The PM ITTS Instrumentation Management Office (IMO) provides enterprise test instrumentation and related technologies to its Army and DOD customers. The purpose of the Test Instrumentation Enterprise Development and Support effort, or TIEDS, is to provide IMO the ability to rapidly support its customers with an integrated and cost effective portfolio of systems supported by consistent and effective systems engineering, development, and sustainment capabilities. Responses: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested firms may identify their interest and capability to meet the requirement and submit their response by close of business 14 April 2017. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
