Description
The John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, in support of the Federal Aviation Administration (FAA) is procuring services to develop a new comprehensive study that looks at the differences in annoyance due to helicopters and fixed-wing aircraft for both single events and long term exposure. The Volpe Center has extensive experience and technical expertise in assessing noise and annoyance associated with mobile sources. The objective of this work is to develop survey tools that: 1) Can be approved by an Institutional Review Board (IRB); 2) Are in compliance with Office of Management and Budget (OMB) Paperwork Reduction Act (PRA) requirements; and 3) will provide methods to survey the annoyance of community residents for both single events and long term exposure to helicopter and fixed-wing aircraft. The Government intends to award a purchase order on a sole source basis under FAR Subpart 13.106-1(b) to Harris, Miller, Miller and Hanson (HMMH), Burlington, MA. The NAICS Code is 541990; the Small Business size standard is $15M.
