Description
Draft Statement of Work The National Institute of Standards & Technology (NIST) located in Gaithersburg, MD seeks information on vendors that can provide the full range of scientific evaluation and editing services needed to produce new content for SRD 31, Phase Equilibria Diagrams (PED). New database entries are called PED Figures, each consisting of critical-evaluation commentary text and at least one phase diagram. The information for new PED Figures is extracted from original scientific literature (including foreign-language publications), critically evaluated by scientists with advanced education and expertise in ceramic science (see section IX), and prepared for publication by domain-expert editors that are not available within the Government. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. If at least two qualified small business sources are identified during this market research stage, this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUB Zone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 541690 with a small business size standard of $15M in annual receipts. Interested business organizations that believe they may be capable of meeting NIST's requirements detailed below should respond to this notice with a narrative demonstrating their ability to meet NIST's requirement. The narrative should clearly describe: •The organization's capability to provide the labor categories required, including technically qualified Contributing Editors covering a range of foreign languages ( see attachment of Draft specifications for more information) •The organization's specific experience in providing ceramic-science related services similar to those described in this requirement. The DRAFT requirements are provided below, and a full DRAFT of the Statement of Work is attached to this notice. Please make sure to read the attachment prior to submitting a respone: 1. (Literature Editor) Perform computer searches of the primary scientific literature to identify new content suitable for the database and identify and assign the chemical system for each new diagram identified for possible addition to SRD 31. This includes computer searching, reading of abstracts of keyword hits, selection of papers for inspection, and selection/classification of new diagrams. NIST will provide all resources needed for searching the literature. The contractor shall complete a search of one entire Volume of Chemical Abstracts every six months. The contractor shall identify 150-250 new scientific papers with phase diagrams per each 12-month period of contract performance. 2. (Contributing Editors) Provide critical scientific evaluations (commentaries) of original published manuscripts selected by NIST and evaluate/edit the phase diagrams contained in the manuscripts. The contractor shall provide new PED Figures consisting of written commentaries and corrected diagrams within 6 weeks from receipt of original materials. 3. (General Editor) Review and edit as necessary new PED Figures to ensure compliance with established guidelines. 4. (Graphics Editor) Digitize and edit phase diagrams to render them in a standardized format and to implement any indicated corrections. 5. (Managing Production Editor) Enter new commentaries in the CMS, produce formatted figures containing commentaries and diagrams for the review process, enter text corrections as needed, replace diagrams with corrected versions as needed, and prepare final versions of PED Figures for publication. Manage and coordinate the overall work process: keep track of and organize manuscripts with new content for the database, send papers and diagrams selected by NIST out for critical evaluation and preparation of new PED Figures, keep track of the new PED Figures through the editing process, organize diagrams that need to be digitized and work closely with the NIST technical staff to meet publication deadlines. The contractor shall enter all materials received for new PED Figures into the database within 3 weeks of receipt and prepare each for further editing within 1 month of receipt. The contractor shall disseminate papers to the Contributing Editors for evaluation and preparation of new PED Figures within 3 weeks after selection and notification by NIST staff. The contractor shall provide new database PED Figures consisting of written commentaries and corrected, digitized diagrams that conform with the guidelines and sample at a rate of 40-50 per month
