- The U.S. Army Contracting Command (ACC) Aberdeen Proving Ground (APG) Edgewood Contracting Division (ECD), on behalf of the Edgewood Chemical Biological Center (ECBC) intends to competitively solicit proposals as a small business set-aside to rent heavy equipment for operations on Savannah Army Depot Activity. 1. Requirement. The awarded contractor shall provide the Government with heavy equipment for operations on Savannah Army Depot Activity, as specified below: Rough Terrain Diesel Forklift, first four (4) and last four (4) days of the project - Quantity 1 45' Rough Terrain Diesel Boom Lift for 17 APR 2017 to 12 JUN 2017 - Quantity 1 56' Rough Terrain Diesel Reach Fork for 17 APR 2017 to 12 JUN 2017 - Quantity 1 Option 1 45' Rough Terrain Diesel Boom Lift for 13 JUN 2017 to 26 JUN 2017 - Quantity 1 56' Rough Terrain Diesel Reach Fork for 13 JUN 2017 to 26 JUN 2017 - Quantity 1 45' Rough Terrain Diesel Boom Lift for 27 JUN 2017 to 10 JUL 2017 - Quantity 1 56' Rough Terrain Diesel Reach Fork for 27 JUN 2017 to 10 JUL 2017 - Quantity 1 a. The forklift shall meet the following criteria: 1. Lifting capacity of 20,000 lb or greater. 2. Suitable for rough terrain. 3. Diesel fueled. b. The boom lift shall meet the following criteria: 1. Articulated boom. 2. Platform height of at least 45'. 3. Unrestricted platform capacity of 500 lb or greater. 4. Suitable for rough terrain. 5. Diesel fueled. c. The reach fork shall meet the following criteria: 1. Includes man basket for end of boom. 2. Reach of at least 56'. 3. Lifting capacity of 10,000 lb or greater. 4. Suitable for rough terrain. 5. Diesel fueled. 6. 6' forks required; 8' preferred. d. The heavy equipment shall be delivered on 17 April 2017 and be removed on 12 June 2017 during regular business hours. The forklift is only required for the first and last four (4) days of the project and can be removed from the site for the in-between days, if this will result in a cost savings to the Government. e. If Option 1 is exercised, the contractor shall keep the heavy equipment on site for another two weeks and remove them on 26 June 2017. If Option 2 is exercised, the contractor shall keep the heavy equipment on site for another two weeks and remove them on 10 July 2017. f. Proposals shall include specification sheets for the proposed equipment. 2. Government Furnished Property or Assistance. Not applicable. No requirement for Government Furnished Property. 3. DELIVERY/LOGISTICS. 3.1 The contractor shall deliver and pick up the heavy equipment at: Savanna Army Depot Activity 18935 B Street Building 246 Savanna, IL 61074 3.2 Inspection of the heavy equipment will be conducted by authorized ECBC government personnel. 4.
