- A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives notice of intent to award a sole source contract to DLT Solutions, LLC 2411 Dulles Corner Park, Herndon,VA,20171. The North American Industry Classification System (NAICS) Code is, 511210 for the purchase of SolarWinds software. This notice of intent is not a request for quotes and no solicitation is available. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives notice of intent to award a sole source contract to DLT Solutions, LLC 2411 Dulles Corner Park, Herndon,VA,20171. The North American Industry Classification System (NAICS) Code is, 511210 for the purchase of SolarWinds software. Description of the Requirement: The contractor must provide the items as specified in the following CLIN structure. Item No. Description of Requirement Quantity 0001 SolarWinds Virtualization Manager VM32, license with 1st year maintenance PoP: 1 Jun 2017 - 31 May 2018 1 Ea 0002 SolarWinds Network Performance Monitor SL250, license with 1st year maintenance PoP: 1 Jun 2017 - 31 May 2018 1 Ea DLT Solutions, LLC the only authorized SolarWinds reseller in DOD. There are no known unclassified products that provide the breadth, depth, accuracy, and currency of data this product provides. In accordance with FAR 8.405-6(a)(1)(i)(B), "Only one source is capable of responding due to the unique or specialized nature of the work". The DoD Enterprise Software Initiative (ESI) is a mandatory source for the purchase of software IAW DFARS 208.7402(1). DLT Solutions is the sole Enterprise Service (ESA) holder of Solar Winds software for the DOD ESI. LeMay Center/WG hosts multiple high-level wargames each year on the NIPRnet network in Bldg 1406. While 42 CS maintains the NIPRnet on Maxwell AFB, LeMay Center/WG owns and maintains NIPRnet inside the Bldg 1406 demarcation point. As such, they must have the tools required to manage that network and support the wargames. SolarWinds is the tool used by 42 CS to manage the base's network and is the standard across the Air Force. It provides unique capabilities that other such tools do not. Evidence is provided by Network Management Software, a web site designed as an independent source of news, analysis, and reviews of IT management issues. SolarWinds Network Performance Monitor provides key features to empower our network managers. These include critical network path analysis and visualization, automated capacity forecasting, alerting, and reporting, customizable topology, dynamic network discovery and mapping, and consultant and services free deployment. Solarwinds Virtualization Manager provides recommendations for optimal virtual machine (VM) configuration and placement, VM capacity planning, VM sprawl control, VMware vSphere monitoring, and VM right-sizing for optimal performance. The North American Industry Classification System (NAICS) Code is 511210, and the size standard is 1250. As implemented by the Federal Acquisition Regulation (FAR) 13.106(b)(1), this will be a firm-fixed price contract for one (1) year. If there are any other businesses that can provide the specified services, they must respond to this notice before 5:00 PM, CST on 31 March 2017. Firms responding to this intent to sole source are asked to provide the following information in their initial response: company's full name, business size, address, point of contact, and a clear indication as to whether or not they can provide the item the government is seeking. Oral submissions of information are not acceptable, and will not be accepted in response to this notice. If no responses are received by the above referenced date/time, a sole source contract will be awarded to DLT Solutions, LLC, Contract award is subject to the availability of funds.
