- Type: Special Notice SUBPART: 66 - Instruments & Laboratory Equipment Subject: Spectrum Analyzer REF No: FA9302-17-P-F011 DUE: 03/29/17 @ 4:00 pm PDT POC: Matt D. Chartier DESCRIPTION: This is a Synopsis of Contract Action; this document does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZIEA will take procurement action in this matter. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to notify industry of the United States Air Force intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Please do not request a copy of a solicitation as one does not exist. This synopsis is for a proposed contract, IAW FAR 5.201(b)(1), for which the Government intends to negotiate with only one source IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Air Force Test Center (AFTC), Edwards AFB intends to award a sole-source Firm-Fixed Price (FFP) contract to Rohde & Schwarz Inc. The proposed source is the manufacturer and the custom designer. Anticipated award date is 1 Apr, 2017. The NAICS code is 334515. Requirements: 1. Spectrum Analysis capability in a portable, hand-held unit with battery operation 2. Frequency operation from 10kHz - 10GHz or above, Resolution BW 10Hz (or lower) to 1MHz (or higher), 20MHz measurement bandwidth (minimum), zero span, LAN & USB capable, +10dBm (or greater) maximum input signal 3. Field Strength Measurement (w/ external antennas) 4. Fault Detection and Location Identification in RF Cabling 5. LTE Signal Capture and Analysis 6. Integrated GPS Receiver 7. Direct RF Power Measurement (w/ external power sensor) 8. Historical Trace Capture 9. USB drive for captured file transfer The Government is requesting that interested concerns feeling they can fully support this requirement furnish the following information: - Company name, address, point of contact, telephone number, and e-mail address - All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement.
