- This is a presolicitation notice for Neurocognitive Assessment Testing (NCAT) Services This is a pre-solicitation notice for Neuro-Cognitive Assessment Testing (NCAT) services to be provided to deploying service members. The program is designed to provide baseline neuropsychological testing to deploying service members of the Army, Navy, Air Force and Marines. The government requests that interested parties provide comments and questions regarding the attached **DRAFT** solicitation. This is not a Request for Proposal (RFP). Questions and comments should be emailed to Mr. Joe Watson @ joe.e.watson2.civ@mail.mil no later than 1:00 pm central standard time on 29 March 2017. The services contemplated have been determined to be commercial in nature. The NAICS code for this acquisition is 541611 and the small business size standard is $15 million. There will be one contract awarded as a result of this solicitation. The contract will include a 1 year base period and four 1-year options from date of award. This requirement has been 100% set-aside for competitive 8(a) concerns. Solicitation W81K04-17-R-0010 will be issued as a Request for Proposal (RFP) and will be electronically posted on Federal Business Opportunities (http://www.fbo.gov), on or about 03 April 2017. NO HARD COPIES will be provided. The solicitation must be downloaded from the internet. Once the solicitation is posted, it is incumbent upon interested parties to review this site frequently for any updates/amendments to any and all documents. Contracts will be awarded using best value techniques. All responsible sources may submit a proposal that shall be considered by the Agency. All prospective offerors interested in submitting an offer in response to this solicitation must have a commercial and government entity code (CAGE CODE).
