- This synopsis is for a solicitation to establish Basic Ordering Agreements (BOA) for Paving at Lajes Field, Azores, Portugal. The 65 th Contracting Flight anticipates issuing a Request for Proposal (RFP) for a multiple-award paving BOA, at Lajes Field, Azores, Portugal. The contractor shall supply all materials, labor, plant, tools, equipment, transportation, and incidentals thereto to perform all paving operations as described in the Technical Specifications. Work includes, but is not limited to tasks in a variety of trades such as pavement, excavation, underground conduits (for exterior electrical, plumbing, communications, storm and sanitary sewer), traffic markings, painting, demolition, and concrete work. The contractor shall follow regulatory guidance provided by applicable Air Force Instructions, the Final Governing Standards for Portugal (FGS-P), and the Overseas Environmental Base Guideline Directive (OEBGD). The North American Industry Classification System (NAICS) assigned to this acquisition is 237310. This procurement is unrestricted. The BOA term will be a base period of four (4) years, beginning on 11 May 2017 to 11 May 2021. The anticipated solicitation release date on or about 3 Apr 2017. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package. Solicitation documents will be posted on the Government Point of Entry located at http://www.fedbizopps.gov, and Angra do Heroismo's Chamber of Commerce. Potential offerors are responsible for monitoring these sites for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://www.fbo.gov in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://www.sam.gov. All prospective offerors are responsible to visit the web frequently and obtain the solicitation, any amendment or other information pertaining to this solicitation. Any questions or concerns relating to this solicitation must be submitted in writing. Telephone and fax requests will not be honored. All questions shall be submitted to Contract Specialist - Pedro Mendes at pedro.mendes.pt@us.af.mil and 65conf.lgc.all@us.af.mil. THIS INFORMATION IS PROVIDED FOR INFORMATION ONLY. The contemplated contract is to be performed in Terceira, Azores, Portugal. In accordance with (IAW), FAR 52.236-7 (modified IAW AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Also, IAW DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed.
