- N00164-17-G-JQ02-0007 - SOLE SOURCE - MH60 MULTI-SPECTRAL TARGETING SYSTEM (MTS) SPARES - FSC 5855 - NAICS 334511 Anticipated Issue Date 22 MAR 2017 - Closing Date 10 APR 2017 - 2:00PM Eastern Naval Surface Warfare Center Crane Division (NSWC Crane) intends to issue a Job Order (JO) 0007 under Basic Ordering Agreement (BOA) N00164-17-G-JQ02 with Raytheon Company in McKinney, Texas to provide MH60 Multi-Spectral Targeting System (MTS) Spares. In accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, the Government intends to negotiate a Firm-Fixed Price contract on a sole source basis with Raytheon Company. The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through another source. This JO will be FOB Destination: NSWC Crane, IN with a delivery requirement of 365 days after receipt of order. The total estimated amount of the order is $2,400,000. The overall contract ceiling for BOA N00164-17-G-JQ02 will remain unchanged. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Raytheon Company through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
