- Combined Specification Attachments Subject: Sources Sought for Natural Gas Transportation/Distribution Utility Services This sources sought announcement is issued solely for informational, planning purposes and market research in accordance with FAR Part 10. This sources sought is seeking interest from all business concerns capable and interested in performing Natural Gas Transportation/Distribution Utility services for Sheppard Air Force Base (SAFB), Texas. Please be advised, we are seeking transportation/distribution services only. Purchase of natural gas as a commodity is intended to be accomplished through a separate contract vehicle. All responses will be used to determine the appropriate acquisition strategy for the future acquisition. No award will be made from this sources sought. A solicitation is not available; therefore, do not request a copy of a solicitation. At this time, SAFB is not seeking proposals and will not accept unsolicited proposals. Attached are DRAFT Specifications which give a general description of the scope of work that is projected to be performed at SAFB. Final specifications will be issued at the same time as any solicitation. Please be mindful that the attached draft Specifications do not define the final requirement. The North American Industry Classification System (NAICS) code is 221210, Natural Gas Distribution, and the small business size standard is 500 employees. All interested parties are to provide a brief statement of capability outlining their expertise via past/current work related to this the services outlined in this requirement. It is imperative that interested parties responding to this sources sought articulate their capabilities clearly and adequately. It should also include the below information about your company/institution, or any teaming or joint venture partners: Company's name Address Point(s) of contact (POC) POC(s) telephone and fax numbers, email address Business size/type (Small Business, Veteran-owned, 8(a), HUBZone, SDB, JWOD, Women-owned, etc.) Commercial and American Industry Classification System (Cage) Code Web site (if applicable) All responses should be typed in a word document; no more than five pages (one-sided, 12 pitch, Times New Roman). All interested and qualified sources must notify this office by electronic mail no later than 7 April, 2017 at 2:00 pm Central Daylight Time to the following contracting personnel; Samuel Bolton at samuel.bolton@us.af.mil and Ms Darla P. Daily darla.daily@us.af.mil. Any information provided is voluntary. Telephone calls will not be accepted. A debriefing on the results will not be provided by the government. All information submitted will be held in a confidential manner and will only be used for the for informational, planning purposes and market research in accordance with FAR Part 10. Be advised that the government will not pay for any information or administrative cost incurred in response to this sources sought. All cost associated with this sources sought will be solely at the expense of the respondents. Additionally all submissions becomes government property and will not be returned. No basis for a claim against the government shall arise as the result of a response to this sources sought.
