- Solicitation and Specifications Instructions to Bidders: Plan Room Key This is a construction action for Transformer Oil Containment and 15kv Cable Replacement near Warsaw, Missouri 65355. The work shall be located at the Harry S. Truman Dam Powerhouse, near Warsaw, MO, as indicated. The Harry S. Truman Power House has six (6) slant axis generating units, all of the same design. The power plant has two main power transformers, which contain approximately 9,000 gallons of insulating oil in each transformer.
