PRESOLICITATION NOTICE Subject: Peace Vector VII Package C, Cairo, Egypt Solicitation No.: W912ER-17-R-0011 Issue Date: March 21, 2017 Set Aside: N/A Contracting Office: US Army Corps of Engineers - Middle East District, P.O. Box 2250, Winchester, VA 22604-1450 NAICS Code: 236220 Classification Code: Commercial and Institutional Building Construction DESCRIPTION: The United States Army Corps of Engineers, Middle East District is seeking preliminary market information from capable and reliable sources to gain knowledge of potential qualified business concerns capable of performing construction and renovation of various facilities in Egypt. Since all of the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. The North American Industry Classification System (NAICS) code for this effort is 236220, Commercial and Institutional Building Construction. ELIGIBLE CONTRACTORS WILL BE LIMITED TO: (1) U.S. firms, or (2) Joint Ventures of U.S. and Egyptian firms. To be considered a U.S. firm, the firm must be incorporated and have had its corporate headquarters in the U.S. for a minimum of three years; shall have filed state and federal income declarations for a minimum of three corporate years within the preceding four-year period, having paid any applicable taxes determined to be due as a result of such filing; and employ U.S. citizens in key management positions. To be considered an Egyptian firm, the firm must have a minimum of 51 percent Egyptian ownership and must be an independently-owned firm. Egyptian firms which are partially or wholly-owned by or otherwise affiliated with the Government of Egypt or its agencies are ineligible. All qualified firms may express an interest in this project. PROJECT SCOPE: This requirement is for the design and construction of facility upgrades, new facilities and infrastructure improvements to support F-16 aircraft, and accommodate base expansion and upgrades for enhancing operability, safety, security, maintenance and training requirements for Egyptian Air Force readiness and operational reliability at Cairo West Air Base. Facilities and upgrades include squadron operations, munitions storage/assembly, guard towers, small arms storage, vehicle maintenance, sunshades, personnel support facilities, taxiway improvements, and minor renovations. Supporting facilities include site improvements, paving, parking, exterior lighting, utilities, electrical service, transformers, and communication system. General elements of work may include but are not limited to civil, architectural/structural, mechanical, electrical, plumbing, HVAC, and fire protection. The contractor will provide all aspects of work, including but not limited to labor, tools, materials, equipment, and personnel. PROJECT MAGNITUDE: The estimated magnitude of this Construction project is between $5,000,000 and $10,000,000. PERIOD OF PERFORMANCE: The period of performance is for 650 calendar days after issuance of the Notice to Proceed. PROPOSAL PERIOD: The solicitation is scheduled for release on or about April 13, 2017. The proposals will be due on or about May 28, 2017. Contract award is expected on or about July 27, 2017. PLANS AND SPECIFICATIONS: This will be an electronically issued solicitation. The Government will post the solicitation and technical requirements to the Federal Business Opportunities website at www.fbo.gov. SITE VISIT: One organized site visit has been scheduled for: 1. 0900 hours (9:00 AM) on May 14, 2017 at Cairo West Air Base, Egypt. Offerors are encouraged to attend the site visit. No more than two (2) representatives will be registered from each company on a scheduled site visit. USACE reserves the right to limit the number of representatives to one (1) for each company should circumstances require; bidders will be informed of any limitations at least 24 hours in advance of the site visit. The following information for each of your company representatives must be sent to maryana.s.attia.ln@usace.army.mil and jean.m.mcaninch@usace.army.mil no later than March 31, 2017 days after the issue date of the solicitation. Failure to send this information will result in your representative not being allowed access or participate in the site visit. Security will be immediately called if your representative cannot be found or fails to follow the instructions of the escort. SUBJECT TO THE APPROVAL OF THE BASE COMMANDER, YOU WILL NOT BE ALLOWED TO TAKE PICUTRES OF THE SITE. The site visit will take between 2 and 3 hours. These are your opportunities to view the site before bidding. Questions will not be answered; as discussed elsewhere in this solicitation, all questions are to be submitted to the contracting specialist via ProjNet. REGISTRATION/SUBMISSION REQUIREMENTS: Offerors must have and maintain an active registration in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM to be eligible for a Government contract award. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective offeror. PROPOSAL PROCEDURES: The solicitation will be a Request for Proposal (RFP) utilizing Design-Bid-Build selection procedures in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. Contract award will be based upon a Subjective Tradeoff Method (formerly known as Best Value) in accordance with FAR 15.101-1. The evaluation criteria will be conveyed within the RFP. Defense Base Act Insurance and construction surety will be required. The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. ADDITIONAL REQUIREMENTS: Performance and payment bonds will be required for this contract. The contractor must be licensed to conduct business in Egypt to be eligible for contract award.
