- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Teledyne Leeman Labs for a maintenance agreement for a Teledyne spectrometer. ***** The Teledyne Prodigy High Dispersion ICP Spectrometer with Halogen option and its associated specialized parts make this instrument very complex and one-of-a-kind and unique to NIST's research needs. An instrument of this type needs regular preventive maintenance by a Teledyne trained engineer for proper calibration and subsequent operation. Market research shows that Teledyne Leeman Labs is the only service provider known that possesses the required training and experience to work on this specialized Instrument. In addition, Teledyne requires its service staff to pass an in-house training course before they are authorized to repair any equipment. All parts that might need to be replaced will need to be replaced with original manufacturer parts. This equipment is so sophisticated that it is very important that all maintenance and replacement parts are serviced by the manufacturer Teledyne Leeman Labs. NIST intends to issue a purchase order to Teledyne Labs for a maintenance agreement for a base period of twelve months plus four option periods of twelve months each. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516- ANALYTICAL LABORATORY INSTRUMENT MANUFACTURING, with a size standard of 1000 employees. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Divya Soni at divya.soni@nist.gov. All responses to this notice of intent must be submitted so that they are received at divya.soni@nist.gov no later than March 31, 2017 at 8:00 AM Eastern Time.
