- Food Waste Recycling Services RFQ The Regional Contracting Office, Marine Corps Base Hawaii (MCBH) is soliciting sources for food waste recycling services for MCBH Anderson Hall, Building 1089. CLIN 0001 Food Waste Recycling Services for the period 1 April 2017 through 31 March 2018. CLIN 1001 Food Waste Recycling Services for the period 1 April 2018 through 31 March 2019. CLIN 2001 Food Waste Recycling Services for the period 1 April 2019 through 31 March 2020. CLIN 3001 Food Waste Recycling Services for the period 1 April 2020 through 31 March 2021. The food waste recycling services will be for a twelve-month (12) base period with three (3) twelve-month (12) option periods. This synopsis is prepared in accordance with FAR Part 12 Acquisition of Commercial Items. The provisions and clauses in the Request for Quotations are those in effect through FAC 2005-95. The Request for Quotation (RFQ) number is M00318-17-T-0010. The anticipated contract will be a Firm Fixed Price Contract. This procurement is 100% set-aside for small business concerns. The North American Industry Classification System Code (NAICS) and the small business size standard for this procurement is 562219 and 38.5 Million respectively. All contractors must be registered in the System for Award Management database to be eligible for a Department of Defense contract award. All responsible sources may submit a quotation which shall be considered by the agency. The Government will award a single contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offerors: Award will be made to the lowest priced technically acceptable (IAW PWS Paragraph 3.1 through 3.7) responsive responsible offeror with an acceptable past performance (by reviewing the PPIRS database). See the PWS paragraph 3.1 through 3.7. Offerors shall provide the following with their quote: (1) RFQ - M00318-17-T-0010. (2) A copy of a completed Offeror Representation and Certifications (FAR provision 52.212-3) document. (3) Offeror Information. The RFQ will be available on or around 22 March 2017.
