- In support of the U.S. Army Program Executive Office (PEO) Soldier, Project Manager Soldier Protection and Individual Equipment (PM SPE), the Army Contracting Command - Aberdeen Proving Ground intends to solicit Protective Under Garments (PUGs) production quantity of approximately 51,281 PUGS to: Carter Enterprises, LLC, 4610 12th Avenue, Brooklyn, NY 11219-2556. Authority for this action falls under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1) or 41 U.S.C. 253 (c) (1), as implemented by Federal Acquisition Regulation 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The intent of this sole source award is to fill an upcoming shortage in PUGs until the Blast Pelvic Protector, the replacement of the PUG, is available for order on the Rapid Fielding Equipment List. This notice is NOT a Request for Proposals. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. It is at the discretion of the Government whether to compete a proposed action based upon the responses submitted to this notice. Thus, any vendor's information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Technical Requirements: To be acceptable for award, an Offeror's PUG shall be First Article Test approved and shall have been in production within the last one hundred eighty (180) days. PUG designs must meet the performance specifications set forth in the attached Statement of Work (SOW) for the Protective Under Garment, dated January 2017. The PUG is a Critical Safety Item that provide fragmentation protection to the femoral artery and groin area against sand, debris, and small fragmentation threats while also providing ease of movement, breathability, and comfort. Offeror responses to this notice shall be limited to 10 pages and shall, at a minimum, include the following information: ● Offeror's name, address, point of contact, phone number, and email address. ● Offeror's business type and business size, CAGE & DUNS. ● Offeror's interest in submitting a response to the solicitation, if issued. ● Offeror's capability to meet design/performance specifications as identified in the PUG SOW, dated January 2017, including documentation of First Article Test (FAT) Approval. ● Offeror's shall identify minimum and maximum production capability. ● Offeror's comparable work performed within the last three (3) years including a description of the product, customer name, timeliness of performance, customer satisfaction and dollar value of the project. Interested parties may identify their capabilities by responding to this requirement, no later than 4:00 pm Eastern Standard Time, 26 JAN 2017. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear, concise documentation indicating an offeror's bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses shall be submitted via email to Hilary.shaw.civ@mail.mil.
