Description
The National Cemetery Administration issued a requirement to Install Telecommunications Cable between Administration & Maintenance Buildings at Biloxi National Cemetery, Solicitation Number: VA786-17-R-0124. Project Location: Biloxi National Cemetery, 400 Veterans Avenue Building 1001, Biloxi, MS 39531-2410. The Contractor: The Contractor: Shall furnish all labor, materials, supplies, equipment, tools, and supervision to install approximately 3,500 linear feet of telecommunications cable in existing conduit between the Administration and Maintenance buildings at the Biloxi National Cemetery as required by contract drawings and specifications, and as described herein. Summary of Work: Contractor shall test and replace 12-pair, solid wire telephone cable from the existing Administration building entrance terminal (BET) to the Maintenance BET through eleven (11) underground pull boxes in manholes. The Contractor shall test between each pull box and determine the extent of the necessary replacement. The project shall be completed within 45 calendar days after contract Notice to Proceed. Work outside of the Cemetery s normal operating hours of 7:30 am to 4:30 pm, Monday through Friday, excluding observed Federal Holidays, shall be permitted only by approval of the COR and only in order to meet the Period of Performance. The Contractor shall not commence performance of work until the Contracting Officer has conducted a preconstruction meeting or has advised the Contractor that a preconstruction meeting is not required. The Work shall include, but shall not be limited to the following (not necessarily in the order indicated): Replacement telecommunications cable shall meet the requirements of Rural Development Utility Program (RDUP) 7 CFR 1755.890, RUS PE-89 AL, 24 AWG/12 pair, outside plant telephone cable intended for direct buried installations where protection against water and moisture entry is required. Conductors shall be solid, annealed copper, size 24 AWG. Insulation shall be dual insulation consisting of an inner layer of foamed polyolefin surrounded by a solid polyolefin skin, color-coded in accordance with telephone industry standards. Insulated conductors shall be twisted into pairs with varying lay lengths to minimize crosstalk. Core assembly shall be 12 pairs assembled together in a single group color-coded in accordance with telephone industry standards. The entire core assembly shall be completely filled with ETPR compound, filling the interstices between the pairs and under the core tape. Core tape shall be non-hygroscopic dielectric tape applied longitudinally with an overlay. The sheath shall consist of an aluminum shield and jacket. The aluminum shield shall be corrugated, copolymer-coated, 0.008 (8 mils) aluminum tape applied longitudinally with an overlap. The sheath interfaces shall be flooded with an adhesive water-blocking compound. The jacket shall be black, linear low density polyethylene. The Contractor should expect to encounter flooded manholes and perform dewatering accordingly. The Contractor shall transport and/or distribute the water to avoid causing damage or erosion. The Contractor shall terminate each end of the cable at the Admin and Maintenance buildings in existing BETs and 3B1E surge protection modules and test the new line in accordance with VA, industry, and the telephone system (AT&T) standards. Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Existing work to be altered or extended and that is found to be defective in any way, shall be reported to the COR before it is disturbed. Materials and workmanship used in restoring work shall conform in type and quality to that of original existing construction, except as otherwise shown or specified. The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This Acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 237130. Size standard is $36.5 Million. Electronic solicitations will be available for download from Federal Business Opportunities (FBO): http://www.FedBizOpps.gov on or around January 19th or 20th, 2017. Responses to the solicitation will be due 21 days after solicitation issue date. Therefore, if solicitation is issued on 20 January 2017, offers would be due by 2:00 p.m., 10 February 2017. Offeror s are advised that they are responsible for obtaining amendments to the solicitation which is available at FBO: http://www.FedBizOpps.gov. No telephone requests will be accepted. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration. PRE-BID SITE VISIT: Pre-bid Site Visit inspection is highly recommended, contact the Cemetery Director: Celethia Reed at (228) 388-6668 or by e-mail at: Celethia.Reed@va.gov or the Contracting Officer s Representative (COR) James Coffell at (228) 388-3241 or by e-mail at: James.Coffell@va.gov to schedule visit. The Pre-Bid Site Visit will be held at Biloxi National Cemetery, located at: 400 Veterans Avenue Building 1001, Biloxi, MS 39531-2410. In order for the Government to post all questions and answers on FBO pertaining to this solicitation; all questions must be submitted via e-mail to the Contracting Officer: Henry C. Dukes at henry.dukes@va.gov No Later Than (NLT) Thursday, 02 February 2017 by 12:00 PM EST. Any questions generated after the site visit must be submitted in writing and emailed to the Contracting Officer by Noon, Thursday 02 February 2017. Any questions received after that date will be considered too late and will not be answered.
