Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued by the United States Patent and Trademark Office (USPTO) solely for information and planning purposes; it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ. This RFI does not commit the Government to contract for any supply or services. The USPTO is not seeking proposals at this time. The Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. It is the intent of the USPTO to use this market research to assist in planning. The United States Patent and Trademark Office's (USPTO) Office of the Chief Financial Officer (OCFO), Office of Finance oversees the USPTO Public Transit Subsidy (PTS) Program. The PTS Program encourages commuting by means other than "single-occupancy motor vehicles." This program is administered by the Office of Finance to all eligible employees of the USPTO, including employees within the Patent Office Professional Association (POPA), the National Treasury Employees Union, Chapter 243, (NTEU, Chapter 243), and the National Treasury Employees Union, Chapter 245 (NTEU, Chapter 245). The PTS Program provides qualified participants payments limited to a maximum of $255 per month, per employee. The amount cannot exceed the actual public transportation expenses of the eligible employee. Current benefits in the Washington, DC Metro area are provided via the Washington Metropolitan Area Transit Authority's (WMATA's) SmartBenefits system (which is not part of this requirement), but the USPTO may choose to offer any other form of payment at its discretion. Benefits are also provided via vouchers in Boyers (PA), Dallas (TX), Denver (CO), Detroit (MI), and San Jose (CA). Approximately 2,500 USPTO employees participate in the PTS Program. However, all USPTO employees are eligible to participate in the PTS program, provided that the employee: 1.Commutes or will commute to and/or from work on those systems participating in the SmartBenefits program; 2.Does not use a monthly parking space at or near the workplace during regular working hours, except for vehicles used in the WMATA SmartBenefits program; and 3.Does not have a parking permit for a currently assigned USPTO parking space during regular work hours, except for vehicles used in the WMATA SmartBenefits program. This does not include weekend/evening parking permits. Vendors must comply with 26 U.S.C. §132(f) Qualified Transportation Fringe. Vendors must provide customer service for employees participating in the PTS Program seven days a week. The USPTO requires services to provide transit vouchers for immediate distribution to new employees commuting within the Washington DC metropolitan area (DC Metro area) and the regional office locations listed above. Transit vouchers will be ordered by USPTO and must be shipped 2nd day air via a registered courier to either the USPTO post office box in Alexandria, Virginia, or the USPTO's physical office in Alexandria, Virginia. Please submit your capability statement identifying your experience with providing the services described above. Capability statements should be submitted electronically to teresa.kelley@uspto.gov with the subject line RFI 183P1700001 no later than 3:00 pm on Wednesday, 1 February 2017, and contain no more than 10 pages. Capability statements should include: •Your company name, address, DUNs •Business size under NAICS 485111 •Socio-economic designation(s) •Your company point of contact (name, phone, e-mail) •Three references for the same or similar services (Federal or commercial) completed within the past three years •For each reference include: name of customer, customer point of contact (name, phone, e-mail), contract number (if applicable), a brief description of the services provided, the total dollar amount of the services provided, the period of performance for the services provided, and whether a past performance reference for the services provided has been entered into the Past Performance and Information Retrieval System (PPIRS).
