- The Department of Veterans Affairs intends to post a Brand Name only solicitation for the Neptune 3 Waste Management System. This is in accordance with FAR 6.302-1, only one responsible source is capable of meeting this requirement. A justification for the Brand Name requirement will be posted along with the solicitation. The solicitation will be posted 01/18/2017. This requirement is for: Department of Veterans Affairs VA Portland Health Care System 3710 SW US Veterans Hospital Rd Portland, OR 97239 This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action.
