- Justification for other than full and open competition Notice of award of a sole source procurement under the Simplified Acquisition Procedures (FAR 13). This notice is for information only, a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 511210. In accordance with FAR 13.106-1, the Government intends to negotiate a sole source purchase of CA Technologies software and maintenance via Federal Supply Schedule. A subscription with genuine support from the software publisher is required. The Government has determined CA Technologies is the only source that will satisfy the agency requirements. Applicable sole source justification and approval is attached to this notice. This notice of intent is not a request for competitive quotes; however, any firm that believes that it can meet the specifications above may give written notification to the Contracting Officer. All inquiries and concerns must be addressed in writing to USDA/OPPM/POD, ATTN: Christine Wallace, 301 S. Howes St., Ste. 321, Fort Collins, CO 80521, or sent by email to christine.wallace@ftc.usda.gov. Interested sources may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Response to this sole source notice and justification is not required.
