Histopathological Analysis RFQ-RT-17-00016 Notice of Intent The U.S Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Pathogenesis, LLC to evaluate the toxic effects of six freshwater cyanobacterial toxins, including, the microcystins (MCYST) congeners: MCLR, MCRR, MCLA MCYR, MCLY, and MCLF* in mice. This procurement is recommended to be processed without full and open competition. * MC=microcystin; MCLR=microcystin-LR (L=leucine, R=arginine); MCRR, MCLA, MCLF, MCLY, MCYR (Y= tyrosine, A=alanine, F=phenylalanine) The evaluation of this study will be used by the Office of Water to help set regulations on human exposure to these toxins through recreational water contact and drinking water ingestion. It is important to maximize the breadth, depth, and accuracy of available data from these research samples so the National Health Effects and Environmental Research Laboratory (NHEERL) resources are used efficiently and efficaciously. Pathogenesis, LLC has experience in specific immunohistochemistry (IHC) stains (Caspase-3) to identify apoptosis and has used actin-specific IHC to identify a mechanism of action and highlight the extent of the organ-specific toxicity. Pathogenesis, LLC has also identified toxicity endpoints and applied a scoring system for representing the physical findings as numerical data for statistical analysis under a similar previous study with the EPA. It is critical that the Agency utilizes the same techniques that were used under the previous study for data comparisons. The circumstance permitting is FAR 13.106-1 (b) (1) ¿Soliciting from a single source ¿. All interested parties who believe they can provide the required product should fully explain their capabilities and qualifications in writing within 7 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
