- AMENDMENT 0004: The purpose of this administrative amendment 0004 (revision notice) is to notify industry of the following: The requirement for Letters of Intent and Letters of Commitment within Section L and Section M of the solicitation will be removed from the RFP and are NOT a requirement. The solicitation will be formally changed and reflected in a forthcoming RFP amendment. AMENDMENT 0003: The purpose of this administrative amendment 0003 is to notify industry of the following: 1) A Solicitation Amendment and Q&A Responses are forthcoming; 2) In reference to the Solicitation, Section L, (ii) Volume II - Past Performance, (5) Past Performance Questionnaire, the POC List submission deadline has been extended. The Government must receive the Past Performance Questionnaire POC list no later than 23 January 2017. AMENDMENT 0002: The purpose of this amendment is to update the Response date and time. All proposal submissions are due NLT 07 February 2017 at 10:00 AM EST, in accordance with the Solicitation. All other information remains unchanged. AMENDMENT 0001: The purpose of this presolicitation synopsis is to provide notice to industry of the Government's intent to release a formal solicitation for Administrative Support Services. This is NOT a request for proposals. ONLY QUESTIONS REGARDING THIS SYNOPSIS NOTICE OR THE ANTICIPATED SOLICITATION RELEASE ARE DUE ON OR BEFORE 11 NOVEMBER 2016, AT 3:00PM EST. The Government intends to release a solicitation for Administrative Support Services in support of the Army Research Laboratory (ARL). The contemplated solicitation will be for a Competitive 8(a) Multiple Award (MA) Indefinite Delivery Indefinite Quantity (IDIQ) contract in which Task Orders (TOs) will be issued to support multiple directorates within ARL across multiple installation sites. The primary functional areas for these non-personal services will include, but not be limited to, Program Management, Administrative, Technical, Security, Financial Management, Logistics, Technical Publications, Technical Library, and Graphic/Audio Visual support. The Contractor(s) shall provide the necessary personnel, supervision, materials, and non-personal services necessary to perform specific tasks in support of the ARL mission. As a Government research laboratory, ARL is responsible for basic, exploratory, and advanced research. Its mission is to create and sustain weapons-oriented basic, exploratory, and advanced technologies; to identify and eliminate technological barriers limiting development of future armament systems; and to establish and maintain expertise essential in solving technological problems in current military armament systems. The Government does not intend to use Part 12 for this acquisition.
