- Justification for other than full and open Competition The Drug Enforcement Administration (DEA) intends to negotiate the award of a bridge contract vehicle on a sole source basis with ASRC ARTS to continue Information Technology, Registration Call Center and National Forensic Laboratory Information System Services with limited period of performance starting February 1, 2017 - April 30, 2017. This notice of intent is not a request for competitive quotations. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1(c) the justification is attached with this notice. The acquisition will be conducted through FAR Part 12 "Commercial Items" and Part 15 "Contracting by Negotiation". The Government anticipates the award of a new contract on or before January 31, 2018. In accordance with FAR 5.207(c)(16)(ii), vendors that understand and can meet the Government's requirements detailed in the Justification for Other than Full and Open Competition may submit a written response with sufficient relevant details to demostrate existing capabilities. This submission shall be considered by the agency. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. All responses to this notice must be submitted electronically to John.C.Girard@usdoj.gov no later than January 20, 2017.
