- Questions and Answers Revised Solicitation Revised PWS Revised Evaluation **PLEASE NOTE**This is an amendment to the current attached solicitation to include a Q&A attachment, revised PWS and Evaluation. Please note that the Question and Answer session will end on 01/23/2017 5 P.M. (EST). Offerors are to submit their proposals by 12:00 pm eastern standard time Monday, January 30, 2017 by email to akilah.bullock@nih.gov, (subject line to reference NIHAO2017066). ************************************************************** This notice is a combined Synopsis/Solicitation Request for Proposal for commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued for the solicitation number. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-93, effective January 1, 2017. This acquisition is a commercial service and will be processed under Simplified Acquisition Procedures (SAP), and is a Small Business set-aside. The associated North American Industry Classification System (NAICS) Code is 541611, which has a size standard of 15.0 M dollars. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement to procure services from an professional services contractor that will provide qualified and experienced personnel to support a full range of activities, including strategic and program planning, financial management and analysis, new and in-process project planning including program deployment and implementation, ongoing management, operations, administrative support, and any other activities necessary to the conduct of National Institute of Allergy and Infectious Diseases (NIAID)/Division of Clinical Research (DCR) business. Functional areas include, strategic and program planning, advisory and assistance services, financial resource planning, performance assessment, management consulting, contract administration, and program management. See attached solicitation and Performance Work Statement. Question and Answer session ends 01/23/2017 5PM (EST). Submission shall be received not later than 01/30/2017 12:00PM (EST).
