Description
The US Army Corps of Engineers (USACE), Directorate of Contracting intends to insert a brand name specification into a firm fixed price contract for Project Number VA-0007-2016, New Bed Tower, Tampa, Florida. The New Bed Tower is an addition to the VA's James A. Haley Veterans Hospital (JAHVH) campus. It consists of 222,000 gross square feet and will feature approximately 100 medical surgical single patient rooms and 40 intensive care unit beds, as well as assorted support, education and canteen service spaces. The integration of building systems for the addition with the rest of the campus is critical to the operations, management, and ultimately the treatment of patients at JAHVH. The design for the New Bed Tower calls for a Simplex Fire Detection and Alarm System like that used throughout the JAHVH campus. This system is a building interior system that includes network interface cards, network remote annunciator with campus voice control, control panels, audio amplifiers, power supplies, addressable smoke and heat detection, addressable manual pull stations, addressable input/output modules, and associated proprietary programming labor required for proper installation. The system also capable of storing complete site and floor plans for each building that show every fire alarm system device. The system is networked and addressable and all alarms and incidences (i.e., system or device problems) report to a centralized computer monitoring station. On alarm activation, the system automatically sends a signal from the primary station to the fire department. Simultaneously, the system produces audible and visual indicators to notify building occupants of the alarm and its specific location. Each individual alarm device has its own "address" so that it can be easily and quickly located by first responders. Based on anticipated occupancy and use, the facility is required to have such a system per NFPA 72, UFC 3-600 and VA standards. Most importantly, the system must seamlessly integrate with the Simplex system used campus-wide to properly protect patients, staff and visitors. It is the Government's position that because the fire detection and alarm system for the New Bed Tower must seamlessly interface with the system used throughout the campus, and that the Simplex system is proprietary and any attempt to make it interface with other systems, if possible, is cost prohibitive, the Simplex system is the only feasible alternative for the New Bed Tower. However, the Government seeks comments from vendors regarding its position and, if any, reasonable alternatives.
