Description
The E3 Airborne Warning and Control System (AWACS) Internet Protocol Enable Communications (IPEC) Program is requesting information only on the ability of vendors to provide of a number of commercially available Group A parts, manufacture a number of items IAW detailed drawings and to build aircraft installation kits to be stored by the vendor and delivered to Tinker AFB no later than 30 days prior to the start of each aircraft installation. The items are identified from the baseline IPEC design that has already been trialed on the first aircraft and are therefore may not be substituted for alternate part numbers. IPEC is a system that provides a permanent Inmarsat-based, Internet Protocol (IP) enabled communications package supporting warfighter identified requirements for higher bandwidth Secret Internet Protocol Router Network (SIPRNet) and multi-domain networks. This sustainment modification will provide Beyond-Line-of-Sight (BLOS) SIPRNet connectivity to AWACS. Interested parties are invited to provide technical information on the ability to manufacture military aircraft wiring harnesses, EMI enclosures, cabinets and shelving to highly specialized tolerances using Boeing generated manufacturing drawings and specifications. Parties are to describe customer base and experience providing such manufactured products. Although the non-manufactured Group A items are commercially available parts, the majority of items are identified using Boeing BAC and BAS specifications. Parties are also to describe customer base and experience providing Boeing specified Group A parts including relating commercially available bolts, screws, nuts, washers and other common Group A items against Boeing BAC and BAS part requirements. Parties are also to provide information on experience working with Boeing as a sub-contractor for provision of technical advice and guidance on Boeing specifications and drawings and identify the level of dependence expected on Boeing as a sub-contractor. Interested parties should provide product information meeting the above stated requirements no later than 20 days from the date of this notice. All responders are requested to indicate if they are a large business, small business, small disadvantaged business, 8(a) concern or woman-owned small business. All responders are requested to indicate if they have a mentor-protégé arrangement with the Boeing Company, and if such arrangement is funded. In addition, contractors will indicate whether or not their equipment and services are offered through the GSA schedule, any other government-wide acquisition contract or any DoD Enterprise contract. Contractors desiring to do business with the Air Force shall be registered in the DoD Central Contracting Reporting (CCR) System. This RFI is for planning purposes only, and does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP). Nor does its issuance restrict the Government as to the ultimate acquisition approach. The information you provide will be evaluated to identify qualified potential offers. AFLCMC/HBS will not release to any firm, agency, or individual outside the Government, any information marked with a proprietary legend without the written permission from the respondent. The Government will not pay for any information received in response to this RFI, nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC/HBS. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
