Description
The US Army Corps of Engineers (USACE), Directorate of Contracting intends to insert a brand name specification into a firm fixed price contract for Project Number VA-0007-2016, New Bed Tower, Tampa, Florida. The New Bed Tower is an addition to the VA's James A. Haley Veterans Hospital (JAHVH) campus. It consists of 222,000 gross square feet and will feature approximately 100 medical surgical single patient rooms and 40 intensive care unit beds, as well as assorted support, education and canteen service spaces. The integration of building systems for the addition with the rest of the campus is critical to the operations, management, and ultimately the treatment of patients at JAHVH. Backup power to the JAHVH campus is currently provided by seven 2.2MW Caterpillar generators. The solicitation for the Bed Tower calls for additional generator backup power to support the addition. The current generators are arranged in parallel to feed the facility. An additional generator must be capable of running in parallel with the existing generators. That is, it is vital that the load sharing controls are of the same manufacture and model, that the parameters (re: pitch, governors, impedances, control systems, etc.) match the existing generators, and that all are powered from the same source. It is the Government's position that because all of the current generators are 2.2MW Caterpillars, connected in parallel and that the addition of a generator to support the New Bed Tower must also be connected in parallel, the additional generator must be of Caterpillar manufacture to ensure compatibility, efficiency and maintenance costs. However, the Government seeks comments from vendors regarding its position and, if any, reasonable alternatives.
