Description
The US Army Corps of Engineers (USACE), Directorate of Contracting intends to insert a brand name specification into a firm fixed price contract for Project Number VA-0007-2016, New Bed Tower, Tampa, Florida. The New Bed Tower is an addition to the VA's James A. Haley Veterans Hospital (JAHVH) campus. It consists of 222,000 gross square feet and will feature approximately 100 medical surgical single patient rooms and 40 intensive care unit beds, as well as assorted support, education and canteen service spaces. The integration of building systems for the addition with the rest of the campus is critical to the operations, management, and ultimately the treatment of patients at JAHVH. The design for the New Bed Tower calls for a Tyco Physical Access Control System and Database Management System (PACS) to be used throughout the JAHVH campus. As the New Bed Tower is integral to the treatment of patients at JAHVH, the facility operations, management, and protection systems for the entire campus must be seamless. The JAHVH campus has a Tyco campus-wide PACS. This is a networked, computerized access control system that employs smart card readers for employee PIV cards in place of less secure electronic access cards. The system allows doors to be grouped by area, set by times or days, and controls staff levels of access. The system is not only used on the main campus, but is used at nearly all of the off-site leased facilities. The remaining off-site facilities are in the process of being converted so there is a single security system for the enterprise. All door and staff access information is managed through the computer system so there is no duplication of databases which can easily lead to errors and security issues. The system installed in the Bed Tower will need to be an extension to the enterprise-wide system to enable a single point of control of the physical security so it can be managed in accordance with physical security requirements. Tyco PACS seamlessly interfaces with JAHVH's central system to provide responders with real time point addressable situational awareness and is not capable of directly interfacing with any other manufacturer's system to provide bidirectional communications. It is the Government's position that because the Physical Access Control System and Database Management System for the New Bed Tower must seamlessly interface with the system used throughout the campus, and that the Tyco PACS system is proprietary and any attempt to make it interface with other systems, if possible, is cost prohibitive, the Tyco PACS system is the only feasible alternative for the New Bed Tower. However, the Government seeks comments from vendors regarding its position and, if any, reasonable alternatives.
