- Responses to Offerors' Questions #12 and #13 are hereby provided in full text instead of as an attachment due to technical connectivity problems and the inability to post attachments on FBO as of 18 Jan 2017. 12. QUESTION: Will the government extend the proposal submittal due date to two weeks after references and responses to questions have been provided? 12. RESPONSE: The submission of proposals will only be extended if the posting of Questions and Answers is not made at least 10 working days before receipt of proposals are due. Posting of all Questions and Answers will be made via Federal Business Opportunities at www.fbo.gov. If an extension is granted, the Federal Business Opportunities posting providing all Questions and Answers will notify offerors of the extension. 13. QUESTION: Section 2: Summary of Price Data states, "Since adequate price competition is anticipated in response to this solicitation, certified cost or pricing data is not required at this time. However, other than cost and pricing data information is required to ascertain that proposed prices are fair and reasonable." Does a fully completed Attachment J-3 satisfy the government's requirement for "other than cost and pricing data information?" 13. RESPONSE: The Government will utilize the fully completed Attachment J-3 as a point of reference to determine price reasonableness. However, the Government reserves the right to utilize any type of information that is not required to be certified in accordance with FAR 15.406-2 and is necessary to determine price reasonableness.
