- The U.S. Department of State intends to award a lease to Indian Ocean Properties that includes new facilities for the use the United States Mission in Mogadishu, Somalia. The value of this lease contract exceeds $7 million, and this notice is published pursuant to Section 11 of the Foreign Service Buildings Act of 1926, as amended (22 U.S.C. 302). It is the Department's belief that only Indian Ocean Properties can furnish the necessary facilities contiguous to the Mission's current operations. This Notice of Intent to award a lease is not a request for competitive proposals or quotes. There is no solicitation document. No RFP will be made available for competitive proposals. Phone calls will not be accepted. The main point of contact for this requirement is Robert W. Bowman (Realty Specialist) at bowmanrw@state.gov. Please reference "Mogadishu" in the subject line of any email. Interested parties may express their interest and will be allowed to provide a capabilities statement no later than Tuesday, February 7, 2016 at 11:00 AM EST. If no viable responses are received, the U.S. Department of State will negotiate solely with Indian Ocean Properties A determination not to compete this proposed contract upon responses to this notice rests solely within the discretion of the Department.
