Amendment A000001 for HSFE60-17-i-0003 THE PURPOSE OF THE AMENDMENT IS TO; 1. Extend the deadline of the submission date to January 25, 2017 at 09:00 am EST. 2. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) FEDERAL INSURANCE AND MITIGATION ADMINISTRATION (FIMA) NATIONAL FLOOD INSURANCE PROGRAM (NFIP) Actuarial and Catastrophic Modeling Branch (A&CM) HSFE60-17-I-0003 Risk Rating and Classification Capabilities This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME. Responses should include your company's capability statement. Oral Communications ARE NOT acceptable in response to this notice. However, follow-up discussions / market research may be performed. General Description This purpose of this sources sought is for market research purposes for catastrophic risk rating and classification services in the field of flood insurance for the National Flood Insurance Program (NFIP) within the Federal Insurance & Mitigation Administration (FIMA) under Federal Emergency Management Agency (FEMA). The market research is for industry capabilities in the following areas; 1) assessment of the current state of catastrophic risk rating and classification programs, 2) design of alternate risk rating models, 3) testing of the alternate risk rating models, and 4) implementation of alternate models. The purchase will be within the North American Industry Classification System (NAICS) code, 541990, All Other Professional, Scientific and Technical Services. The small business size standard for this NAICS Code is $15.0M. Requested Information Responses should provide the following information: 1. Company Information (e.g. name, business address, point of contact, telephone number, e-mail address). Also include DUNS Number or CAGE Code; 2. Summarization of projects showing capabilities and past performance in the applicable areas and list relevant projects (list to include names of reinsurers and brokers. 3. Statement of current business size status (ie HUBZone small business concern, service-disabled veteran-owned small business firm, 8(a) contractor, woman-owned small business, small business, or large business firm). Also business size in relation to the NAICS code size standards assigned to this acquisition. Suggestions on how the program objectives can best be divided to achieve maximum value and any suggestions for set-asides. 4. Responses are to discuss: a. Experience with catastrophic risk classification and risk rating. Highlight experience with catastrophic flood and any experience with developing approaches for both new and existing programs. i. Evaluating catastrophic risk rating approaches ii. Designing catastrophic risk rating approaches iii. Implementing catastrophic risk rating approaches b. Components of a successful risk classification and rating approach c. Major challenges in developing a successful risk classification and rating approach d. Previous experience helping governmental and quasi-governmental insurers develop a risk classification and rating approach e. Probabilistic models, data sources, and/or other tools used in your catastrophic risk rating approach f. Reactions to the phases structured in the Background and Requirements document (Attachment 1) g. Familiarity with the NFIP's current risk rating structure 5. Geographical areas of operation. 6. Information on your experience using cost accounting standards and if you have an approved cost accounting system. Industry Day The Government intends to conduct a virtual industry day via video conference to facilitate the completion of the market Research for the Risk Rating and Classification Capabilities At this time, one-on-one telephone Q&A sessions are not planned but may be considered should the government deem them necessary to obtain sufficient level of knowledge required for the completion of the market research. Industry Day shall be held on Thursday, January 19th from 9:30 a.m. to 10:00 a.m. Eastern Standard Time (EST) and can be accessed by: 1.
