N00164-15-G-WM64-0003 - SOLE SOURCE - THERMAL BATTERY REPLACEMENT AND PAYLOAD SURVEILLANCE AND REPAIR FOR THE NULKA ELECTONIC DECOY CARTRIDGE - PSC J059 - NAICS 334511 Anticipated Issue Date 26 JAN 2017 - Anticipated Closing Date 27 FEB 2017 - Time 3:00PM EST THIS NOTICE IS PROVIDED FOR INFOMATON PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-15-G-WM64. Naval Surface Warfare Center (NSWC) Crane has a requirement for the replacement of thermal batteries, as well as the evaluation, test and repair of the Nulka electronic decoy cartridge payload. The proposed contract action is a one year, firm fixed priced job order for which the Government intends to solicit and negotiate with one source, Lockheed Martin Sippican (LMS) 7 Barnabas Road, Marion, MA 02738-1421, in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. This is being sole sourced because there is only one responsible source and no other supplies or services will satisfy agency requirements. NSWC Crane entered into Basic Ordering Agreement (BOA), N00164-15-G-WM64 with LMS on 7 January 2015, for the support and advancement of the Nulka electronic decoy cartridge including research and development, engineering, test and evaluation, test equipment, logistics, spares, maintenance, repair, software, travel, engineering drawing and technical data. The BOA covers a five year ordering period and has a ceiling amount of $9,167,000.00. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely with in the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM).
