- The contractor shall furnish all labor, facilities, mandatory parts, non-mandatory parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the overhaul of the following asset: Noun: Actuator, Electro Input NSN: 1680-01-242-2066 Output NSN: 1680-01-242-2066 Input P/N: 70400-02260-121 Output P/N: 70400-02260-121 Quantity: Min 100 EA, Max 580 EA, 80 EA FMS Quantity Included The proposed contractual action will be a single award, five year firm fixed price, indefinite delivery, indefinite quantity (IDIQ) contract for the Maintenance and Overhaul of the Actuator, Electro, for 100 each minimum, 580 each maximum. There is a Foreign Military Sales quantity of 80 each included. It has been determined the Government's needs cannot be met in the commercial marketplace; therefore, Federal acquisition Regulation Part 12 will not be used. The Actuator, Electro is a Critical Safety Item (CSI), therefore, only approved sources can be considered. Technical data is not available to support a full and open competitive solicitation. A Product Verification Audit (PVA) and Frozen Plan is required. This procurement is restricted to the following sources Sikorsky Aircraft Corporation, 6900 Main St., Stratford, CT, CAGE Code: 78286 (large business) and Kearfott Guidance & Navigation Corporation, 2858 US Highway 70 West, Black Mountain, NC, CAGE Code: 05088. Contractors are encouraged to seek Source Approval Requests (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate‘s Shopping List (CASL) procedures. These procedures are outlined at the following website: http://amcomdmz.redstone.army.mil/casl_cmo/casl_cmo_home. Award of this requirement will not be withheld because of SAR. Requests for the solicitation shall be by mail or email. You may mail your requests to Eric Tippit, CCAM-ALM, Building 5303, 2nd Floor, Redstone Arsenal, AL 35898-5000. Email requests should be sent to eric.l.tippit.civ@mail.mil. Proposals can be hand carried, mailed, via the US Postal Service, or delivered by commercial delivery service. No FAX email responses shall be accepted for the proposal. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate date and will be adjusted dependent upon the release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
