- SF18 DID CDRL STATEMENT OF WORK DD254 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N00178- 17-T-0018 is issued as a Request for Proposal (RFP). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Sole Source basis to ADVANCED TECHNOLOGY & RESEARCH CORPORATION for Aerothermal Analysis Support. ADVANCED TECHNOLOGY & RESEARCH CORPORATION is the only known source to meet Navy requirements for this work. ADVANCED TECHNOLGY & RESEARCH CORPORATION has the knowledge, experience and familiarity with Navy Reentry Body Aerothermal Analysis Codes, Materials/Structural Components, requirements and manufacturing methods that these codes are run against. In addition, ADVANCED TECHNOLGY & RESEARCH CORPORATION is the only known source with this knowledge and the linkage to methods, materials, assumptions and requirements used in the legacy Navy Reentry Bodies. The requested service from ADVANCED TECHNOLOGY & RESEARCH CORPORATION represents the minimum requirements of the Government. Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 19 January 2017, no later than 4:00 p.m. EST with an anticipated award date by 24 February 2017. Questions and responses regarding this synopsis/solicitation may be submitted by e-mail to Diana.Moses@navy.mil. All questions shall be submitted to the Government POC listed no later than 17 January 2017 at 12:00 p.m. EST to allow ample response time before the close of the bidding period.
