Description
This is a Request for Information and Sources Sought (RFI/SS). Please do not submit any Quotes or Proposals at this time. NIST is looking for Comments and Questions to this proposed SOW and any potential sources that may be interested. Response to this RFI/SS is requested NLT 19 January 2017 at 2pm mountain time. The government will not reimburse vendors for any costs associated with submitting a response to this RFI/SS. STATEMENT OF WORK NB671000-17-RFISS Request for Information / Sources Sought TITLE: Purchase of Judging and Review software for Federal Challenge Programs and Federally Funded Opportunities (FFOs) LAB REQUESTING SERVICE: Communications Technology Laboratory (CTL), Public Safety Communications Research Division (PSCR) I. BACKGROUND INFORMATION The National Institute of Standards and Technology's (NIST's) PSCR program acts as an objective technical advisor and laboratory for the public safety community to accelerate the adoption and implementation of only the most critical public safety communication technologies. II. SCOPE OF WORK Provide fully integrated Judging and Review software for Federal Challenge programs and Federally Funded Opportunities. Required Capabilities (Forms): • Drag and drop form builder • Fully customizable by non-technical client • E-signature capability • Customizable forms and templates (by project, data fields, real-time analytics, font, color, language, etc.) • Optimized for use on smartphones, tablets, laptops and desktops • Embeddable - within agency web site or other outlet • Secure internal and external user access • Response validation • Supports o Hidden fields o Automatic in-progress form save o Rating fields for reviewers o Custom descriptions for forms and data fields o Weighted scoring fields • Meets or exceeds all federal compliance requirements (508, etc.)   Required Capabilities (Data): • Centralized, fully searchable database • Save and perform sophisticated compound data analytics • Save and perform sophisticated compound use analytics • Real-time data filtering, sorting, and labeling • Supports o File uploads (documents, images, audio, video) o Multiple languages o Selective anonymization of sensitive data (by field, project, user, etc.) o Importation of data from other systems (csv, pdf, excel etc.) o Exportation of data to other systems (csv, pdf, excel etc.) o Real-time detailed ratings report including every reviewer's score (per item and aggregate), the average score for each rating field and a distribution graph of overall scores (per item and aggregate) o Integration with existing databases and other services Required Capabilities (Respondent Support): • Provides and Supports o Personalized bulk email o Respondent specific email o Email message templates o Response validation o Open or administrator only response editing permissions o Automated form submission confirmations o Within-system respondent messaging and alerts o Within-system user messaging, alerts, and assignments o Automated actions (emails, etc.) based on response status (submitted, etc.) Required Capabilities (System, Information Technology (IT) Security, and Hosting): • As determined by NIST IT security staff   Required services: • Professional services for initial development, configuration, and deployment • License for up to 100 users • Initial form consultation, development, and customization • Initial training for up to 20 staff • Training/Onboarding for the first 5 Challenges • On-going, unlimited phone support (guaranteed response within 24 hours) • On-going, unlimited email support (guaranteed response within 24 hours) • Ongoing product updates, maintenance, around-the-clock monitoring and compliance • Meet security controls detailed in NIST SP 800-53 rev 4 (Moderate Controls) for Assessment and Authorization (A&A). Specifically: o Provide necessary information for assessment activities o Assist in addressing any security weaknesses discovered during assessment activities III. PERIOD OF PERFORMANCE The period of performance will cover 5 years (60 months) from the date of award: a base year and 4 option years: Base year: February 1, 2017 - January 31, 2018 Option year 1: February 1, 2018 - January 31, 2019 Option year 2: February 1, 2019 - January 31, 2020 Option year 3: February 1, 2020 - January 31, 2021 Option year 4: February 1, 2021 - January 31, 2022 IV. PLACE OF PERFORMANCE Performance will be on site at NIST, 325 Broadway, Boulder, CO 80305. Vendor software must also be operable off-site to NIST staff and external users. V. GOVERNMENT FURNISHED PROPERTY All property, data and information provided by the Government in the performance of this task remains the property of the Government and shall be surrendered to the government upon completion or termination of this requirement. Likewise, all deliverables generated under this requirement remain the property of the Government. Upon contract award the Government will provide the Contractor with access to the NIST campus at Boulder, Colorado.   VI. DELIVERABLES Description Quantity Due Date Operational Software as described in statement of work 1 February 1, 2017 All required PSCR software customization required for secure operation on NIST PSCR Systems 1 February 15, 2017 All required PSCR software customization for operation of PSCR's Open Innovation automated judging and review platform (supporting all PSCR Open Innovation external federal funding opportunities). 1 February 28, 2017 All required NIST staff training on use of the software as customized for PSCR purposes and operating on NIST systems 1 March 3, 2017 Standards for Acceptance of Deliverables: The Technical Point of Contact (TPOC) will provide comments on each deliverable within five (5) calendars days from receipt of a given deliverable. The contractor shall make any needed changes to the deliverables within three (3) calendar days from receipt of electronic or written comments from the TPOC.   VII. ATTACHMENTS None VIII. PERFORMANCE REQUIREMENT SUMMARY Desired Output Performance Standard Monitoring Method Software is compatible with NIST owned instrumentation and the software is operational Software meets the manufacturer's performance specifications The Government will witness the Contractor demonstrating that the software meets the manufacturer's performance specifications. Software is compatible with NIST Information Technology (IT) standards and security requirements Software meets NIST Information Technology standards and security requirements The Government will witness acceptable operation of the software while installed on NIST IT equipment. IX. TRAVEL All travel expenses are the responsibility of the contractor. X. GENERAL INFORMATION Proprietary Data: This work does not involve confidential or proprietary data. The certification and accreditation requirements of Clause 1352.239-73 do not apply and a security accreditation package is not required. Risk Assessment: The HSPD-12 Security Risk Level assigned to this Task Order is Low. Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations (http://www-i.nist.gov/mml/safety/policies/index.htm.) Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal. Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus. Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words "Contractor" in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract. Contractor Registration: The contractor will provide the name and citizenship information of the on-site technician(s) to the NIST TPOC prior to arrival. The TPOC will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus to perform on-site preventive maintenance or repairs of the instruments. Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver's license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle's rear view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract. Media Inquiries: The Contractor employee shall not respond to any media inquiries. Any inquiries from the media shall be immediately relayed to the TPOC, COR, and/or CO. There shall be no interviews, comments, or any other response without the knowledge and approval of the NIST Director. XI.
