Exhibit I - Qualifications and Skill Mix of Subcontractor Employees THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THE PURPOSE OF THIS RFI IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL, SMALL DISADVANTAGED, WOMEN-OWNED, VETERAN-OWNED, SERVICE-DISABLED VETERAN-OWNED, HUBZONE OR LARGE BUSINESS) RELATIVE TO THE NAICS CODE. RESPONSES TO THIS RFI WILL BE USED BY JPL TO MAKE APPROPRIATE ACQUISITION DECISIONS. BACKGROUND The California Institute of Technology's Jet Propulsion Laboratory (JPL) operating under prime contract with the National Aeronautics and Space Administration (NASA), seeks to identify potential sources interested in responding to a RFI for off-site support personnel for JPL's various Institutional and Flight Projects. The intent is to enable augmentation of the JPL workforce in support of both flight and non-flight activities. The anticipated effort would be utilizing a Labor Hour Type Subcontract model with Subcontract Work Orders (SWO) for each specific task. SCOPE The subcontractor shall provide subcontract personnel specialized in Information Technology (IT) engineering, development and system analysis support to JPL. Needed specializations include IT enterprise software application development and engineering, software systems engineering, enterprise system analysis, software systems architecture definition and platform engineering. In the performance of this effort, the Subcontractor shall provide services listed below. 1. Application Software Engineering Design, code and develop complex applications. Integration of new algorithms and models into software components for production and analysis of enterprise data. Integrate enterprise applications into the enterprise service bus. Define and implement solutions that align with strategic objectives and architectural solutions (integration with single sign on, search, data exchange architecture and roles and delegation where appropriate). 2. Custom Application Development Develop software applications using various development methodologies and frameworks in order to write, test, and deploy software applications, and provide supporting documentation and/or procedures for development and operations. Develop and deploy custom applications while adhering to common methodologies (test-driven development, agile/scrum, container-based solutions, etc.) 3. Platform Services Support, configure, and develop on multiple, continuously evolving frameworks and platform environments; including but not limited to Oracle, Microsoft and various Open Source architectural solutions. Core technical areas of focus are Kubernetes, Oracle Service Bus (OSB), Service Oriented Architecture (SOA), Oracle Application Development Framework (ADF), frameworks and libraries (Angular, Polymer, etc.) 4. Enterprise System Analysis Support planning, hardware/software architecture, implementation, deployment, and operations for Product Lifecycle Management (PLM), management application including, but not limited to, Product Data Management (PDM), Enterprise Resource Planning (ERP), primarily Oracle Discrete Manufacturing (ODM), Computer Aided Design (CAD), Bill of Material (BOM) Management, Mechanical/Electrical CAD, and Model-based Engineering. LOCATION OF WORK Due to rapid fluctuations in staffing as dictated by project/mission needs, the subcontractor will be required to provide a local facility (within a 10-mile radius of JPL, 4800 Oak Grove Drive, Pasadena, CA 91109) for support personnel. STATEMENT OF CAPABILITIES If your company is capable of being the prime contractor on this effort, JPL requests a direct but concise response to the following key points regarding your company's capabilities: 1. Describe your capabilities and corporate resources to perform a subcontract containing the above described scope. 2. Describe your resources employed in labor categories of similar nature to those utilized by JPL in Exhibit I - Qualifications and Skill Mix of Subcontractor Employees. 3. Describe any quality management system certifications you have (e.g., ISO, CMMI, etc.) 4. Describe your financial resources available to operate for a period of three (3) months. 5. Describe your related experience (not to exceed four (4) experiences) including customer name, point of contact, contract number, dollar value, period of performance, similarities to the proposed scope, average and highest number of employees working on contract. 6. Describe your current facility(s) with regard to distance from JPL, or your ability to acquire facility(s) in order to meet the requirements of this effort. 7. Describe any approvals of your Cost Accounting System and provide a point of contact. 8. Describe your capabilities to perform work that requires various security levels. REQUIREMENTS JPL requests that interested parties respond in written form not to exceed seven (7) pages in length. Please include (1) Company name; (2) NAICS Code(s); (3) Contact information; and (4) Business Size Classification.
