Pre-solicitation conference Attendees Amendment 001 The purpose of this amendment is to: 1) post questions from Industry and responses from the Government, and 2) add an attachment of the list of registered pre-solicitation conference attendees with contact information (both in-person and via webcast). There are no other changes for this Special Notice other than what is described herein. Note: the webcast was aired live only. Question #1: Participant(s) expressed concern about whether OPM had performed sufficient analyses to have a level of confidence that after payment is made to the Combined Federal Campaign Central Campaign Administrator (CCA) contractor for the web development design and development to support the CFC Charities, federal agency and participant information, there would be sufficient funds available to pay for Outreach Coordinator contract as well. ANSWER #1: The OCFC conducted extensive analysis to project application and listing fee collections. Two points support the posting of any RFP: 1.) Under the new process, Office of the Combined Federal Campaign (OCFC) will know what funds from fee revenue are available prior to the submission of task orders; and 2.) 5 CFR §950.107(d) provides for distribution fees to be assessed in the case these fees do not cover campaign costs. Question #2: IF the final total of pledges collected during the fall 2017 campaign are less than the amount billed by OC's, how would that be handled? Will the funds go to the OC resulting in no donor dollars being paid to the charities? ANSWER #2: See Answer to Question #1 above. Question #3: Like others have stated during the morning of the pre-solicitation conference, we currently serve as a PCFO. It doesn't appear that we would be able to fulfill an outreach coordinator role as prime but would be potentially willing to be a sub-contractor or teaming partner. ANSWER #3: The list of all participants was distributed to all who attended on Tuesday, January 10, 2017 via e-mail. The list will also be posted to Federal Business Opportunities Page along with the questions and answers to allowed continued opportunity for all participants to network. Question #4: On the RFP Draft, the timeline reflects Campaign Management Support date of March 15, 2017. Is it expected the RFP will be out in time for contracting to be completed in order for the OC to start support designs. ANSWER #4: Yes. Question #5: Will request for reimbursement be handled between prime contractor and LFCC/OPM only? What documentation/ reimbursement request is required by the subcontractors/ partners- is that between the prime and subcontractor only, or are those required to go through LFCC/ OPM approval as well? ANSWER #5: All payments for work performed on task orders to the contracts awarded will be paid to the prime contractor after confirmation by the LFCC and CFC Program Office that the work was performed successfully. Prime contractors are responsible for the management and payment of all subcontractors that are utilized. Question #6: Did anyone poll the charities regarding their intent to apply in 2017? ANSWER #6: The OCFC conducted extensive analysis to project the number of charities that would apply based on the application and listing fees. By law, neither OPM nor anyone associated with the program can conduct a survey without Office of Management and Budget approval. Question #7: Did the OCFCO conduct a survey of the charities or other analysis to project program application fees collection to pay for program? Can the government default on the contract? ANSWER #7: The OCFC conducted extensive analysis to project program application and listing fees collections to pay for the program. The Government will have an adequate process in place to confirm that funds are available prior to releasing ‘Request for Task Order Proposal' (RFTOP) in order to protect against the possibility of ‘default'. Question #8: Would the list of attendee or organization intending to bid list can be distributed? We would like to join in as a subcontractor so that we can contact contractor intending to bid as a prime. ANSWER #8: See the response to question #3 above. Question #9: If the application process yields significantly less income than anticipated, will that be factored in to the budgeting determinations for the zones on the front end? Waiting for funds from distribution would be 9-12 months delayed. ANSWER #9: See answers to Questions #1 and #7 above. Question #10: My question is: Are recipient charities precluded from participating in this offering or allowed to participate? ANSWER #10: Being nonprofit entities recognized under 26 U.S.C. §501(c)(3), CFC-participating charities are not small businesses according to the Small Business Administration. Being that this procurement is a small business set aside, these organizations cannot, therefore, be selected as prime contractors. They can, however, serve as subcontractors.
