***UPDATE: Solicitation No. FA3002-16-R-0011 has been released and has been posted on FedBizOpps under a separate notice with the same solicitation number. PRE-SOLICITATION NOTICE CONUS/OCONUS Multi-Country Cessna 208 Maintenance Training Air Force Installation Contracting Agency (AFICA), 338th Specialized Contracting Squadron (SCONS)/PKB, JBSA-Randolph TX is providing a notice of intent to issue a solicitation/Request for Proposal (RFP) for a Foreign Military Sales (FMS) requirement to provide Continental United States (CONUS) and outside Continental United States (OCONUS) Cessna 208 Maintenance Training in support of multiple foreign countries. (Note: The description herein is a summary of the required services and is not intended to be all-inclusive.) Services to be performed are CONUS training services consisting of commercial off the shelf (COTS) classroom and hands-on training that will prepare International Military Students (IMS) maintenance technicians with the skills and knowledge necessary for individual qualification in the C-208 aircraft system, to include providing student support services while the IMS is in training. OCONUS training will consist of continuation and upgrade training in-country that will expand the capabilities of previously qualified maintenance technicians on country customer provided aircraft. CONUS training location shall be at the contractor's facility. OCONUS training locations will vary depending on the requesting country-customer. Full and open competition will be sought and promoted for this acquisition. The solicitation will be posted on FedBizOpps (http://www.fedbizopps.gov). A single award, Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) type contract will result from the solicitation. The performance period will be a four-year ordering period. The RFP is anticipated to be issued on or about 26 Aug 2016. The RFP closing date and time will be specified in the RFP and will be no less than 30 days after the issuance of the RFP. This will be an electronic solicitation release, therefore, the solicitation/RFP, its attachments, and any amendments will be posted on the FBO website. No hard copies of the solicitation will be mailed. No telephone, facsimile, or paper requests for the RFP package will be accepted. It is the responsibility of each offeror to monitor the FBO website and download their own copies of the RFP, amendments, notices, or any updates/changes to information posted on the site. Failure to respond to the electronically posted solicitation/RFP and any amendments prior to the due date and time for receipt of offers may render a business's offer as non-responsive and will result in rejection. Foreign participation will not be permitted. In order to be eligible for award, all interested offerors shall be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM. The North American Industry Classification System (NAICS) code for this procurement is 611512, Flight Training Schools, with a size standard of $27.5M. Contact with Government personnel other than the Point of Contacts (POCs) listed below by a potential offeror, or their employees, regarding this acquisition is strictly prohibited. Directions for proposal submission will be included in FAR 52.212-1, Instruction to Offerors. Dates listed above are approximate and included for reference only.
