- Justification for Other Than Open and Competitive Competition. The Billings Area Indian Health Service (IHS) awarded a non-competitive purchase to A-DEC Incorporated, 2601 Crestview Drive, Newberg, Oregon, 97132-9528, for Dentrix System Electronic Dental Record Cabinetry, for the Wind River Service Unit, Fort Washakie Health Center, Fort Washakie, Wyoming. The service unit provided a Justification for Other than Open and Competitive Competition (JOFOC) as the award will update the existing dental department Electronic Dental Record (EDR) capability. The service unit justified the sole source procurement as the service unit staff are all trained and certified to maintain ADEC equipment. The cost required to retrain all the service unit staff outweighed the potential of a new system being purchased. The vendor is the only responsible vendor who can provide the equipment and installation requirements due to the remoteness of the service unit. The new ADEC equipment is compatible with the existing system in place and the service unit will not experience any additional costs for retrofitting a new system to the existing system. This procurement is authorized per Federal Acquisition Procedures (FAR) Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements Any alternate sources may submit a capability statement for any future acquisitions by the Billings Area Indian Health Service.
