Description
Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award to Raytheon Company, Dulles, VA, a contract to require the contractor to provide Fleet Triage and Issue Confirmation support on fleet reported software test results associated with the existing MQ-8 Fire Scout UAS Tactical Control System (TCS) 2016 Linux Cyber Baseline. This action is being awarded on a sole source basis to Raytheon Company in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Raytheon Company is presently the only qualified source with the unique knowledge of the TCS design, system architecture and technical expertise required for the ability to provide Fleet Response Activities. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
