Description
Clauses and Provisions Detailed Statement of Work (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMA0000-17-00288DG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. (IV) This procurement will be set aside for small business if qualified responses are received. The associated NAICS code is 721110. The small business size standard is $32.5 million. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: The Contractor shall provide the identified services in support of a conference for the National Oceanic Atmospheric Administration's, Office of Oceanic and Atmospheric Research, 2017 CFO Management and Budget Conference. Conference to be held March 13-16, 2017 at a location within a 5 mile radius of NOAA's facility located at 325 Broadway, Boulder, CO 80305, with 120 anticipated maximum number of attendees. Requirement details are included in the Statement of Work. (VI) Per CAR 1352.213-70, the contractor shall provide the following information, by email, to be considered for award: 1) Technical proposal including sufficient information to demonstrate the ability to provide the required services on the dates required in the Statement of Work, sufficient information regarding the facilities to determine acceptability, and the approach to meet each of the technical requirements of the Statement of Work. Please include website. The contractor shall provide three past performance references for their experience providing meetings/conferences for groups of similar size to ours over the last three years. If contractor has less than three relevant past performance events, a statement must be included in offer. 2) Price proposal including pricing for conference facilities, as described in the Statement of Work, with cost for A/V/Technology services identified separately. Proposal shall also include day rate for participant rooms as well as estimate for local taxes. This information is for information/evaluation purposes only; participant room costs will not be included in award but are the responsibility of conference attendees. 3) Name, email address and phone number that can be used for future correspondence. 4) DUNS Number. 5) Certification of completion of Offeror Representations and Certifications in SAM. (https://www.sam.gov) 6) Response to 1352.209-74(c), Organizational Conflict of Interest. Warrant and Disclosure. The warrant and disclosure requirements of this paragraph apply with full force to both the contractor and all subcontractors. The contractor warrants that, to the best of the contractor's knowledge and belief, there are no relevant facts or circumstances which would give rise to an organizational conflict of interest, as defined in FAR Subpart 9.5, and that the contractor has disclosed all relevant information regarding any actual or potential conflict. The contractor agrees it shall make an immediate and full disclosure, in writing, to the Contracting Officer of any potential or actual organizational conflict of interest or the existence of any facts that may cause a reasonably prudent person to question the contractor's impartiality because of the appearance or existence of bias or an unfair competitive advantage. Such disclosure shall include a description of the actions the contractor has taken or proposes to take in order to avoid, neutralize, or mitigate any resulting conflict of interest. (VII) Place of performance is in the vicinity of the NOAA Laboratories, Boulder, Colorado. Period of performance is March 12 - 16, 2017. (VIII) As prescribed in 1352.201-70, Contracting Officer's Authority (Apr 2010) - The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price. (IX) Defense Priorities and Allocations System (DPAS) and assigned rating does not apply. (X) The Government intends to award a firm-fixed-price order resulting from this solicitation; the Government also reserves the right to not award a contract from this combined synopsis/solicitation. FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Availability, 2) Facilities & Technical capability, (3) Past Performance, and (4) Price. The non-price related factors of Availability, Facilities & Technical capability, and Past Performance are significantly more important than price. Award will be made to the firm offering the best value to the government in response to the evaluation factors. Response for each factor listed in Section X is required to be included in the quote. Contractors who do not address each factor will be considered non-responsive. (XI) Quotes are required to be received in the contracting office no later than 5:00 P.M. EST on January 27, 2017. All quotes must be emailed to Dena Grose, Dena.Grose@noaa.gov, referencing this synopsis number: NRMA0000-17-00288DG. All offers will be evaluated in accordance with the stated evaluation criteria. The Government reserves the right to make an award without discussions, based solely on initial proposals. Offerors should ensure that their initial proposal constitutes their best offer in terms of price and technical solutions.
