- Statement of Work The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing support to acquire Mass Spectra and Retention Index Data of Environmental Compounds. The Contractor shall measure compounds of environmental importance and their derivatization products by GC-MS and deliver the mass spectral data and RI data. The purpose of this notice is to identify organizations capable of meeting these requirements. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST is aware of one vendor, who offers services meeting these requirements, and will use the results of this sources sought notice to determine whether to proceed on a sole source basis or competitively if it is determined that other commercial vendors could potentially meet NIST's needs. NIST is seeking responses from all responsible vendors, including large and small businesses. This requirement is assigned a NAICS code of 541690 with a small business size standard of $15.0 Million. Interested business organizations that believe they may be capable of meeting NIST's desired specifications in the attached statement of work should provide a capability statement demonstrating the ability of the vendor to meet all of NIST's requirements. Vendors may provide supplemental information within this document or as an attachment at their discretion.
