Description
At the present time, NAVAIR owns production level drawings for Hydraulic Test Stands designed use with the V-22 Osprey. There are two models, one that is diesel engine powered and one that is electrical motor powered. These are 5000 PSI Hydraulic Test Stands certified for use with the V-22. Product and Service Codes (PSC) for the two stands are listed as 6130 and 4920. The definition of PSC code 6130 is restricted to the production of non-rotating power supplies like battery chargers and power transformers (AC to DC power supplies), notice to PSC 6130 is provided based on the PSC only, however it is expected that companies capable of manufacturing the necessary Hydraulic Test Stands would have to specialize in the PSC code of 4920, Specialty Test Equipment for Aircraft in the Repair Facility. This RFI seeks information only from businesses that might have an interest in the future to provide proposals for building Hydraulic Test Stands based on Government provided drawings. To be clear, this is a Request for Information (RFI) only. Not responding to this RFI would not disqualify a potential manufacturer from a future competition; however the information gathered at this time could help determine additional set aside criteria. We request information such as your company capabilities (should be readily available information you provide as a corporate introduction) and small business status (small business, Woman owned Small Business, Service Disabled Veteran, or any other Small Business category that you belong to). This information will be considered in Market Research that is completed prior to deciding on acquisition strategies that are designed to meet various Government Small Business Set Aside goals. The benefit of responding to this RFI is that your company and its capabilities are presented to the technical engineers who do make decisions about how acquisitions are evaluated and awarded. There is no timeframe at the present for "if or when" a future competition to acquire hydraulic test stands would take place. This is not a promise to spend or obligate government funds now or in the future. Potential manufacturers should not expend monies at this time to respond to this RFI, no reimbursement is authorized. Still information from all potential manufacturers is welcomed.
