Description
The National Aeronautics and Space Administration has a requirement for an Automated Cost Estimating Tool that uses cost estimating models, along with any number of specific tailor-made models, to perform comparative analysis of its project estimates. The National Aeronautics and Space Administration intends to purchase the items from Tecolote Research Incorporated. ACEIT has been the exclusive tool set used for Human Space Development projects and programs since 2005 and for the Science Mission Directorate (SMD) since 2009. ACEIT is the only suite of tools that fulfills the NPR 7120.5E Joint Cost and Schedule Requirement and fully complies with all programmatic requirements with in NPR 7120.5E. Specifically, the ACEIT suite is the only suite that can perform probabilistic cost estimates (as required in NPR 7120.5 Section 2.4.3.1), probabilistic schedule estimates (as required in NPR 7120.5 Section 2.4.3.1), and perform resource-loaded schedule and perform a risk-informed probabilistic analysis (as required in NPR 7120.5 Section 2.4.3.2). There are several platforms that can do a subset of the listed capabilities above, but none that can perform all the specified requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. eastern standard time on January 26, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
