Description
This notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or Request for Quotation (RFQ)) or a promise to issue an RFP/RFQ in the future. This notice does not commit the Smithsonian to a contract for any supply or service whatsoever. Further, the Smithsonian is not at this time seeking proposals and will not accept unsolicited proposals. The Smithsonian Institution has a requirement for a single firm to provide Historic Metallurgical Analysis, Design, Conservation, Selective Demolition, and Fabrication of Decorative Iron Elements in the New York City greater metropolitan area for restoring a one story, 450 sf historic dependency attached to a larger historic structure. This Special Notice is hereby issued to determine the availability and technical capabilities for business concerns that are qualified to perform: metallurgical studies in anticipation of repairs to historic, museum quality 19th century iron and bronze decorative and structural elements; engineering assessments in anticipation of repairs to historic, museum quality 19th century iron and bronze decorative and structural elements; design of plans to selectively dismantle, analyze and sensitively repair of historic, museum quality 19th century iron and bronze decorative and structural elements; fabrication of replacement elements for historic, museum quality 19th century iron and bronze decorative and structural elements; and restoration of architecturally significant iron structures originally constructed using cast iron, rolled iron, and wrought iron techniques with extensive glazing such as a high-profile, 19th-century theatre marquee, greenhouse, gazebo or conservatory. Requirements are as follows: 1. Expertly assess and conserve historic iron structural frames for the purpose of stabilizing the subject structure; 2. Develop recommendations for disassembly of all elements to protect and preserve historic pieces to the greatest extent possible; 3. Design and execute selective demolition and site protection with a high degree of historic architecture materials conservation skill, as required for restoration activities in a historic context; 4. Selectively clean and repair damaged areas either through stitching, brazing, welding, or a combination of treatments without overheating historic metals, and retaining mechanical action in some patched areas, and with sensitivity to galvanic corrosion; 5. Have a foundry or access to a foundry for period-appropriate off-site repair, fabrication of new pieces and environmentally controlled storage of elements until reconstructed; 6. Demonstrate previous work for the purpose of conservation or museum exhibitry of recast iron elements, laser cut existing elements to insert thermal breaks, to reconnect elements, refinish with durable coatings and deliver to the site; 7. Demonstrate experience in bronze repair and fabrication of missing elements for window and door frames and decorative roof elements; and 8. Demonstrate conservation experience to clean patinated bronze elements or to re-patinate new bronze elements, if necessary. Interested parties should respond to this notice by submitting a capability statement to the point of contact named below. The capability statement should identify: 1. Relevant past performance projects in the last five (5) years in which the interested party provided services of the same/similar complexity; the Smithsonian reserves the right to determine whether and to what extent past performance projects include services of the same or similar complexity; 2. Identify number of years of company experience performing services identified herein; and 3. Key personnel available to provide the required services; with projects completed in the last five (5) years, training in the required subject matter areas, and number of years at the interested firm. Capability statements are not to exceed ten (10) pages, using no smaller than 12 point font. All capability statements shall include a cover letter that includes the Company's name, address, telephone number, facsimile number, email address, DUNS Number, CAGE Code and business size classification. Capability statements must be received by Supervisory Attorney-Advisor, Eve Errickson, by the closing date/time of this notice January 18, 2017, by 2:00 pm ET, unless otherwise amended. Interested parties are responsible for routinely checking this website for any amendment to this notice. The Smithsonian will not pay for information solicited and submittals will not be returned to the senders.
