- Justification for Other than Full and Open Competition The Federal Communications Commission (FCC) intends to purchase a sole source subscription with Ithaka Harbors, Inc. The proposed effort will provide the FCC's library with an online Subscription to JSTOR Online Subscription Journals. The JSTOR Online Journal Subscription supplies the agency with access to current and archived scholarly journals, including full text of articles in 46 businesses, 17 mathematical and 13 statistical journals. The data contains copyrighted information that consists of more than two million primary sources across four collections, supporting telecommunications research and teaching in the humanities, social sciences, and sciences. The period of performance for this effort is one base year beginning 03/05/2017 through 03/04/2018 with four option years ending on 03/04/2022. This notice of intent is not a request for proposals or quotations. The authority for negotiating a sole source basis is made under 41 U.S.C. 253 (c) (1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. Any challenges to this sole source requirement must be received by January 23, 2017 NO later than 12:00PM Washington D.C. local time, in writing, and sent to Beverly.Howell@fcc.gov and Nereyda.Dunn@fcc.gov in order to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. The FCC has already identified that there are no other capable sources, and the FCC will issue a Firm-Fixed Price Purchase Order to Ithaka Harbors, Inc. 2 Rector Street, 18th Floor, New York, NY 10006.
